<br />Item 05A <br />Page 11 of 16 <br /> <br />MOUNDS VIEW PLANNING COMMISSION <br />RESOLUTION 1111-19 <br /> <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br /> <br />RESOLUTION RECOMMENDING APPROVAL OF A CONDITIONAL USE PERMIT <br />FOR A CAR WASH, AND A DEVELOPMENT REVIEW FOR TOMMY CAR WASH, <br />TO BE LOCCATED AT 2525 MOUNDS VIEW BOULEVARD <br />(PLANNING CASE MU2019-002) <br /> <br /> WHEREAS, the applicant; PLC Holdings, LLC, with consent of the landowner; C&H <br />Developments (U.S), Inc. is requesting approval of a Conditional Use Permit and Development <br />Review for a car wash on property legally described as: <br /> <br /> <br />PID: 08-30-23-22-0039 <br /> <br />All that part of the West 254 feet of the South 15 acres of the Northwest Quarter <br />of the Northwest Quarter of Section 8, Township 30, Range 23, Ramsey County, <br />Minnesota, lying Northeasterly of State Trunk Highway No. 10, except the North <br />30 feet thereof, according to the United States Government Survey thereof. <br /> <br /> <br /> WHEREAS, the property is zoned B-3 Highway Business, and is within the County <br />Road 10 Corridor Overlay District. Within the B-3 District, Car Washes are a Conditional Use; <br />and, <br /> <br /> WHEREAS, with exceptions, all new construction and expansions of existing <br />construction activity that increases the gross square footage of the principal building by 10,000 <br />square feet or more, or by 10% or more, shall be reviewed by the Planning and Zoning <br />Commission, and approved by the City Council. The proposed project is new construction, <br />requiring a Development Review; and, <br /> <br /> WHEREAS, the applicant submitted plans to the City, most current: <br /> <br />Existing Topography (undated, received November 22, 2019) <br />Landscape Plan November 22, 2019 <br />Preliminary Site Lighting Plan (undated, received December 3, 2019) <br />Exterior Elevations (undated, received December 3, 2019) <br />Site Plan December 10, 2019 <br />Preliminary Grading & Drainage Plan December 11, 2019
