<br />Item No: 7B <br />Meeting Date: January 11, 2021 <br />Type of Business: EDA <br />City Administrator Review: ______ <br />City of Mounds View Staff Report <br />To: Economic Development Authority <br />From: Brian Beeman, Assistant City Administrator <br />Item Title/Subject: Resolution 21-EDA-340 A Resolution Approving Home Energy <br />Visit Agreement Between The Economic Development <br />Authority And The Center For Energy And Environment <br /> <br /> <br />Background <br /> <br />The EDA previously entered into an agreement with the Center for Energy and <br />Environment (CEE) and the Home Energy Squad (HES). CEE and the HES is <br />recommending a three year contract from January 1, 2021 through December 31, 2023 in <br />order to coincide with their Excel Energy contract. In addition, a new service has been <br />added to the contract to perform the HES Energy Saver and Energy Planner visits. The <br />HES Energy Planner visit is a service that is already in the current agreement. The EDA <br />provides $50 which is half of the cost to anyone utilizing the service. The HES Energy <br />Saver program helps homeowners identify and implement energy savings opportunities in <br />their homes. The visit will include an insulation inspection, safety check on heating system <br />and water, and the direct install of energy-saving materials where possible, including high- <br />efficiency showerheads, faucet aerators, door weather stripping, programmable <br />thermostats and LED light bulbs. If approved, the EDA will provide $35 per household not <br />to exceed $3,000 for the entire program. The resident is responsible for the other $35 half. <br /> <br />Discussion <br />Kennedy & Graven has reviewed the amendment. If approved, the EDA would be <br />responsible for half of the cost per resident which comes to $35 not to exceed $3,000 for <br />the program. The EDA budget can support the $3,000 for the additional service. The <br />amendment changes the contract to a three year contract to align with CEE & HES’s Excel <br />Energy contract. Although these are minor changes a resolution is required to amend the <br />agreement. <br /> <br />Recommendation <br />Staff recommends that the EDA consider Resolution 21-EDA-340 by motion. <br /> <br /> <br />Respectfully submitted, <br /> <br /> ________________________ <br />Brian Beeman <br />Assistant City Administrator <br /> <br />
