Parking Restrictions <br />a. Follow up discussion from council meeting on Snow and Ice removal discussion. After <br />receiving confirmation from K & G that the parking restriction can be separated from <br />the Snow and Ice removal discussion. Council confirmed at the December 14, 2020 <br />meeting a desire to continue discussing the Parking Restriction issue. The attached <br />document details the options staff seems reasonable and the policy issues surrounding <br />the discussion. Note – the three options are staff suggested but Council has ability to <br />craft any parking restriction policy they choose. <br />b. Action Requested – Discuss and provide direction to staff <br /> <br /> <br />2. County Discussion <br />a. Council has a goal of meeting with/improving relationships with other elected <br />officials and our commissions. To that end, Ramsey County Commissioner Nicole <br />Joy Frethem has calendar ability to attend our January 11, 2021 council meeting. <br />The discussion tonight is for the purpose of preparing for this meeting. <br />b. Action Requested – Discuss and provide direction to staff <br /> <br /> <br /> <br />3. Charter Commission Discussion <br />a. Council strategic plan and previous goals included “simplifying the Charter <br />language” and easing the levy limit. Simplifying the Charter language would entail <br />having K & G drafting the Charter. K & G has expressed concerns about some of <br />the language not being lawful or enforceable as well as difficult to understand. <br /> <br />Easing the levy limit would allow the council to eliminate the need for using the <br />levy reduction fund which will eventually run out of money. <br /> <br />The Commission meets on January 27, 2021 and staff is looking for direction to <br />convey to the Commission. <br />b. Action Requested – Discuss and provide direction to staff <br />
