Parking Restrictions Discussion <br />Council Workshop – January 4, 2021 <br /> <br />Option A – No Changes or Year round ban from 2:00 am to 6:00 am <br />Option B – Change time to Midnight to 6:00 am <br />Option C – Change time and only applies seasonally from November 15 to April 15 <br /> <br />Purpose of Parking Restrictions: <br />1. Aid/improve snow removal <br />2. Ensure streets are passable for all traffic, especially emergency vehicles <br />3. Becomes a collector of unwanted vehicles, commercial operations, overflow <br />a. Abandoned vehicle ordinance in place would address to some degree <br /> <br />Realities of Parking Enforcement: <br />1. Ramsey County has a backlog of 30,000 parking/moving violations <br />2. Difficult during non-snow season to articulate harm in allowing parking on public streets during <br />the day but not at night. <br /> <br />Myths about Parking Restrictions: <br />1. They deter crime or they breed crime. (No evidence for either argument) <br /> <br />Effect/Impact of Parking Restrictions: <br />1. Criminalizes people who park their car at night (no similar crime for day parking) <br />2. Discussion by council on best utilization of limited resources (Police Officers) <br />3. Adds administrative burden – out of town guests, driveway repair, etc. <br />4. Safety impacts – Plow hitting ridge line of previous plow that had to avoid car can result in <br />violent impact to plow and operator. <br /> <br /> <br /> <br />Blaine – Seasonal November 1 to April 1 – 2am to 7am and 2” snowfall <br />Ramsey – Year round – 2am to 6am and 3” snowfall <br />Shoreview – Year Round – 2am to 5am <br />New Brighton – Year Round – 2am to 5am and 3” of snowfall <br />
