MOU__N_DitSVV!rW <br />City of Mounds View Staff Report <br />Item No: 08B <br />Meeting Date January 11, 2021 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9369, Approving JPA with Blaine and Spring Lake <br />Park specific to cost sharing and fiscal operation of the SBM <br />Fire Department <br />Introduction: <br />Mounds View has received fire protection services from SBM Fire Department for over <br />70 years. We partner with Blaine and Spring Lake Park and operate under a mutual <br />contract with the two other cities and Fire Department which is a non-profit corporation. <br />Since 1991 we have used a formula set forth in a Joint Powers Agreement amongst the <br />three partner cities. That formula was based on a three year average of fire calls and <br />previous year market value. Approximately 2 years ago Blaine raised the issue of <br />codifying a set formula. <br />Discussion: <br />After several discussions and each council confirming at individual workshop the <br />proposed formula of Blaine 76%, Mounds View 15.5% and Park 8.5% was agreed upon. <br />Additional language was added (III. G.) to allow bonding. This provision was needed to <br />eliminate the need, when we have bonded, to have each council adopt resolutions and <br />will simplify and streamline bonding when is it needed. <br />Strategic Plan Strategy/Goal: <br />Increase community engagement while being sensitive to the changing demographics & <br />their needs and inclusive to all socioeconomic situations <br />Financial Impact: <br />The agreement is consistent with the 2021 adopted budget. <br />Recommendation: <br />Staff recommends the Council adopt resolution 9369 <br />Respectfully submitted, <br />Nyle Zikmund <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
