M 0 U N-DIS VVI E W <br />City of Mounds View Staff Report <br />Item No: 8.C. <br />Meeting Date: January 11, 2021 <br />Type of Business: Council Business <br />Administrator Review <br />To: Honorable Mayor and City Council <br />From: Rayla Sue Ewald, Human Resources Coordinator <br />Item Title/Subject: Resolution 9373 Approving Memorandum of Understanding VCET <br />Pay Converted to Percentage, FTO Increased to 1.00 Hour <br />Compensatory Time, and Outreach Increased to 1.25 Hours <br />Compensatory Time for the Law Enforcement Labor Services Local <br />204 Police Patrol and Investigators <br />Introduction: <br />On January 27, 2020, Council approved a three-year Labor Agreement with the Law Enforcement <br />Labor Services Local 204 Police Patrol and Investigators. Union stewards indicated prior to <br />signing that issues still remained and indicated they would like to negotiate and bring forward a <br />Memorandum of Understanding (MOU) at the beginning of 2021. <br />Discussion: <br />The remaining union concerns were: <br />• Converting the Violent Crime Enforcement Team (VCET) monthly stipend of $300 instead <br />to a percentage amount of 4.6%. <br />• Increasing Officers serving as Field Training Officers Compensatory Time from 0.75 hours <br />to 1.00 hours when conducting new Police Officer training. <br />• Encouraging Officers to voluntarily participate in City approved community enrichment by <br />increasing their Compensatory Time from 1.00 hour to 1.25 hours for each hour of <br />enrichment activity participated in. <br />• The MOU would become effective as of January 1, 2021. <br />The City Administrator worked with the HR Committee and agreed the above terms would be <br />amenable within a MOU. <br />Strategic Plan Strategy/Goal: <br />Create a culture where employees desire to work. <br />Financial Impact: <br />None. <br />Recommendation: <br />Staff recommends approval of Resolution 9373 Approving Memorandum of Understanding VCET <br />Pay Converted to Percentage, FTO Increased to 1.00 Hour Compensatory Time, and Outreach <br />Increased to 1.25 Hours Compensatory Time for the Law Enforcement Labor Services Local 204 <br />Police Patrol and Investigators. <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
