MEMORANDUM OF UNDERSTANDING <br />LELS 204 — POLICE PATROL AND INVESTIGATORS <br />VCET PAY CONVERTED TO PERCENTAGE, FTO INCREASED TO 1.00 HOUR COMPENSATORY <br />TIME, AND OUTREACH INCREASED TO 1.25 HOURS COMPENSATORY TIME <br />This Memorandum of Understanding (MOU) is made between the City of Mounds View ("City") <br />and the Law Enforcement Labor Services, Inc., Local No. 204 ("Union"). <br />WHEREAS, the City and Union are parties to a 2020-2022 Labor Agreement; and <br />WHEREAS, during the term of this agreement, a Police Officer assigned as a Violent Crime <br />Enforcement Team (VCET) Officer with the Ramsey County Sheriff's Department is <br />compensated an additional $300 per month; and <br />WHEREAS, Officers assigned or fulfilling duties as Field Training Officers (FTOs) are receiving <br />0.75 hours of Compensatory Time per shift when actively assigned a Police Officer trainee for <br />training; and <br />WHEREAS, Officers who voluntarily participate in City approved community enrichment <br />activities receive 1.00 hour of Compensatory Time for each hour of enrichment activity <br />participated in; and <br />WHEREAS, the City and Union wish to make adjustments to these three situations. <br />NOW, THEREFORE, BE IT RESOLVED THAT the parties agree as follows: <br />VCET Compensation will occur as a percentage of salary versus a monthly stipend. That <br />percentage amount is 4.6% of salary. <br />2. Officers serving as FTOs will receive 1.00 hour of Compensatory Time when actively <br />assigned a Police Officer trainee for training. <br />3. Officers who voluntarily participate in City approved community enrichment activities <br />will receive 1.25 hours of Compensatory Time for each hour of enrichment activity <br />participated in. The City will endeavor to measure over the two -years covered by the <br />MOU to determine if increased results in additional participation, as the City supports <br />additional community enrichment activities. <br />4. The MOU becomes effective following approval by both parties and will take effect on <br />January 1, 2021 and terminate on December 31, 2022. <br />In witness whereof, the parties have executed this Memorandum of Understanding on the 11th <br />day of January, 2021. <br />
