Item 08A <br />Page 3 of 4 <br />Strategic Plan Strategy/Goal: <br />Continue Business Retention & Expansion program, maximize utilization of development space <br />and current list of available sites, encourage land owners to maintain their properties, & <br />consider residential development. <br />Financial Impact: <br />N/A <br />Planning Commission Recommendation: <br />The Planning Commission recommend approval of the PUD amendment, adding Drive-Thru <br />Restaurants as an Allowed Use on the Theater's parking lot property (Resolution 1128-21). The <br />Commission's discussion included concerns that once the PUD is amended, additional drive- <br />thru restaurants could be built without review by the Commission. If additional restaurants are <br />proposed, they would not require a CUP, but would require a Development Review, thereby <br />proving an opportunity for the Planning Commission and City Council to review the project. <br />Recommendation: <br />Staff recommends approval of the amendment to the PUD Narrative. The Council is requested <br />to consider the following options: <br />1. Approve Resolution 9381, Approval to Amend the PUD Narrative, to allow Restaurants and <br />Drive-thru Restaurants as an Allowed Use on Lot 3, Block 1 of Anthony Properties (e.g. <br />Theater parking lot). <br />2. Deny the Request, with Findings. <br />3.
