snow or a combination thereof has accumulated to a depth of three two inches (3" 2") or more at street level anywhere within that block. Provided, however, that parking shall be permitted within any block of any public street where not otherwise prohibited whenever the entire length of the roadway of such block has been cleared of snow from curb to curb or, in the case of streets without curbs, between the outer edges of the shoulders of such streets. Any vehicle parked in violation of this Section may be removed as provided by Section 802.10 of this Chapter. Subd. 2. Snow Emergency Declaration for Snow Plowing and Ice Control Operations: a. A snow emergency declaration shall be made b the Director of Public Works, or his orherdesignee. b. During a snow emergency. it shall be unlawful for any person,exce t an operator of an emergency motor vehicle on an emergency call, to park or leave standing any vehicle on any Public property nr in the right-of-way during the hours of twelve o'clock midnight (1.2:00) A.M. and six o'clock (6:00) A.M. c. A snow emer ency shall begin at twelve o'clock midnight 12:00 A.M. on the date following the date on which the snow emer enc declaration is made. The snow erneMency shall last for 54 hours or until six o'clock 6:00 A.M. on the third day after the snow emergency begins, unless the Ci declares an earlier end. If the snow emergency is ended early, the City will use all available methods of notification to notify residents of the canceled snow emergency. d. The Director Public Works or his or her desipnee, aigy also in conjunction with a police officer, authorize the removal of any vehicle parked in violation_ of this Section, as_provided by Section 802.10 of this Chapter. e. The owner of any vehicle that is removed shall be responsible for the actual costs of removal and storage in addition to any additional charges, fees, or fines. SECTION 3. The City Council of the City of Mounds View hereby amends Title 800, Chapter 802, Section 802.08, Subdivision 1 of the Mounds View Municipal Code by adding the underlined material and deleting the stFiekea material as follows: Subd. 1. Generally,':"�;T 12:00 A.M. to 6:00 A.M.: No person shall stop, stand or park a motor vehicle or trailer on any street or highway in the City between the hours ofA.M. twelve o'clock midnight(12:00) A.M. and six o'clock (6:00) A.M., except as otherwise authorized by this Chapter or unless directed or authorized by a police officer or traffic -control device. The City Council may authorize exceptions from this Section. Any street or highway so excepted must be posted with a sign indicating that parking between twe o2eleek ":""' A.M. twelve o'clock midnight (12:00) A.M. and six o'clock (6:00) A.M. is allowed. SECTION 4. The City Council of the City of Mounds View hereby amends Title 800, Chapter 802, Section 802.10, Subdivisions 3, 4, and 5 of the Mounds View Municipal Code by adding the underlined material and deleting the strieken material as follows: 802.10: VEHICLE TOWING PROVISIONS: Police officers are hereby authorized to remove, or cause to be removed, a vehicle from a street or highway to the nearest garage or other place of safety or to a garage designated or maintained by the Police Department or otherwise maintained by this City under the circumstances hereinafter enumerated: Subd. 3. Unattended, Illegally Parked Vehicles: When any vehicle is left unattended upon a street and is so parked illegally as to constitute man impairment, impediment, or prohibition on the free flow of traffic or maintenance or on construction equipment from properly conducting their functions, including street maintenance, sno lowin or snow removal services. Subd. 4. Vehicles Leaking Oil or Fluid: When any vehicle is leaking an oil_ or af_Iuid, including but not limited to motor oil, hydraulic oil, or engine lubricant.
