4. GENERAL and Administrative PROVISIONS <br />A. Documentation and Record -Keeping <br />The City will document snow plowing and ice control operations as described in this <br />policy, including snow removal logs, priority route changes, property damage reports, <br />general complaints, and policy comments. <br />2. Records will be retained by the City in accordance with the records retention policy. <br />B. Employee Safety and Training <br />1. Snow and ice control operations will be conducted only when weather conditions do not <br />endanger the safety of snowplow operators and equipment. Factors that may delay <br />snow plowing and ice control operations include severe cold, significant winds, and <br />limited visibility. <br />2. The City will provide training to employees responsible for snow plowing and ice control <br />operations. Training of some employees may include education necessary to earn and <br />maintain appropriate certifications or licenses for these operations. Training will also <br />address standard operating procedures, proper use of equipment, emergency response, <br />and other topics required by State and Federal regulatory agencies. <br />C. Public Safety and Communication <br />1. This policy does not relieve operators of private vehicles, pedestrians, bicyclists, property <br />owners, residents, and all others that may be using public streets, trails, sidewalks and <br />parking lots of their responsibility to act in a reasonable, prudent, and cautious manner, <br />given the prevailing pavement conditions. <br />2. Periodically, the City may inform residents of policy provisions in an effort to <br />communicate objectives and responsibilities related to this policy. <br />D. Complaint Procedures <br />1. Complaints will be recorded on telephone logs and be investigated for substantiation by <br />the Public Works SupeFviser Superintendent. Valid complaints requiring remedial action <br />will be prioritized by the Public WorksSupew+sef Superintendent and scheduled <br />accordingly. Emergency complaints will be handled in an expeditious manner as <br />resources are available. <br />E. Deviation from Policy <br />1. The Public Works Supervise Superintendent may deviate from this policy when in his or <br />her judgment it is in the best interest of the City or is necessary because of budget needs <br />or other unusual or extenuating circumstances. <br />F. Review and Modification of Policy <br />1. This policy will be reviewed periodically to ascertain if its provisions are practical, timely, <br />and legal. Any review will consider comments and complaints since the last review and <br />any other factors affecting the policy or its implementation. <br />2. The Director of Public Works is authorized to make and implement modifications to the <br />policy after providing notification to the City Administrator. Proposed modifications that <br />significantly affect the policy's scope of services, purpose, application, and/or budget in <br />a negative manner will be approved by the City Council prior to implementation. <br />
