RESOLUTION 9402 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />AUTHORIZING AE2S INC. (ADVANCED ENGINEERING AND ENVIRONMENTAL <br />SERVICES, INC.) TO COMPLETE FINAL DESIGN PLANS AND PREPARE <br />DOCUMENTS AND SPECIFICATIONS FOR BIDDING FOR THE WATER <br />TREATMENT PLANT REHABILITATION PROJECT, PHASE II <br />WHEREAS, the Public Works Department has many responsibilities including <br />efficiently operating the water distribution system. The system includes (6) wells, an <br />elevated water tower, a ground reservoir, a booster station and (3) water treatment <br />plants; and <br />WHEREAS, the water treatment systems have been in operation for over 45 <br />years with no major upgrades or repairs to the system; and <br />WHEREAS, The City Council approved a water production study be completed <br />and a management program be prepared by AE2S. After the study was completed the <br />results along with a time line for upgrades and improvements to the plants were presented <br />at the October, 3, 2016 Work Session; and <br />WHEREAS, During the water study and testing at Water Treatment Plant No. 1, <br />the Minnesota Department of Health (MDH) brought to the attention of AE2S and Mounds <br />View Public Works Staff, that WTP No. 1 had combined radium results above the <br />regulated maximum contaminant level (MCL); and <br />WHEREAS, AE2S has provided a proposal for completing a pilot study at Water <br />Treatment Plant No. 1 (WTP1) for a proposed cost for the study of $38,900.00. <br />WHEREAS, The City Council approved the Water Treatment Rehabilitation <br />Project Res 9091 at the March 25, 2019 City Council Meeting. The Council awarded the <br />contract for Phase I of the Water Treatment Project, Res. 9174, at the December 9, 2019 <br />meeting. <br />WHEREAS, at the January 4th, 2021 Work Session the 95% completed plans were <br />reviewed by the City Council with the Council directing Staff to have AE2S complete the <br />plans and specs and prepare the needed documents for bidding. <br />Resolution 9402 Continued <br />The Alounds View Vision <br />;1 Thriving Desirable Community <br />
