Item No: 8.E. <br />MOUNDS VtEW <br />Meeting Date: February 8, 2021 <br />Type of Business: Council Business <br />Administrator review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Rayla Sue Ewald, Human Resources Coordinator <br />Item Title/Subject: Resolution 9390, Appointing Nate Ostlund to Vacant Public Works <br />Maintenance Worker - Streets Position <br />Background <br />A Public Works Maintenance Worker — Streets position became available due to a retirement on <br />November 30, 2020. The City Council authorized Staff to begin the process of filling the vacated <br />position. <br />Discussion <br />The Public Works Collective Bargaining Agreement requires jobs to be posted internally for five <br />(5) working days for members of the bargaining unit to be considered for vacancies. Staff <br />advertised this position internally, and received letters of interest from two candidates. After <br />evaluating both candidates, Nate Ostlund was selected for the position. Mr. Ostlund began <br />working for the City as a Public Works seasonal employee in 2016. Mr. Ostlund was hired as the <br />full time Facilities Maintenance Building Custodian in March, 2020. Mr. Ostlund has his Class A <br />commercial driver's permit and is working towards his Class A commercial driver's license, a <br />Water Supply System Operator Class D certificate, a Wastewater Operator Class S-D certificate, <br />and a Non -Commercial Pesticide Applicator License. The license and certificates are required <br />within 6 — 18 months of obtaining the position of Public Works Maintenance Worker. <br />2021 Pay Plan <br />Level A <br />Level B <br />Level C <br />$28.48 <br />$30.03 <br />$31.61 <br />Strategic Plan Strategy/Goal: <br />Create a culture where employees desire to work. <br />Financial Impact: <br />Though Mr. Ostlund will acknowledge a wage increase, the City will experience a cost savings <br />as the position has been vacant since December 2020, and Mr. Ostlund will not be placed in the <br />position until the end of February, when custodial services have been arranged for the <br />Community Center. <br />Recommendation <br />Staff recommends approval of Resolution 9390, appointing Nate Ostlund to Vacant Public Works <br />Maintenance Worker - Streets Position. <br />Respectfully submitted, <br />Rayla Sue Ewald <br />Human Resources Coordinator <br />The Mounds View Visio_ <br />A Thriving Desirable Community <br />
