Mounds View City Council January 25, 2024 <br />Regular Meeting Page 4 <br />1 purchase of one replacement dump truck. He explained this new dump truck would be primarily <br />2 used for snow removal and for hauling debris/street maintenance. He reported this truck was <br />3 replacing a 17 year old dump truck. He indicated he was looking to purchase a 2021 Mack diesel <br />4 unit. He discussed the cost to outfit this truck and recommended approval of the purchase. <br />5 <br />6 Council Member Meehlhause requested further comment on the Mack trucks in the City's fleet. <br />7 Public Works/Parks and Recreation Director Peterson discussed the Mack trucks used by the <br />8 Public Works Department in further detail with the Council. He explained that once this truck is <br />9 put on order the City would not receive it until the end of 2021. <br />10 <br />11 MOTION/SECOND: Hull/Meehlhause. To Waive the Reading and Adopt Resolution 9385, <br />12 Approving the Purchase of One (1) Replacement Dump Truck. <br />13 <br />14 Mayor Mueller thanked staff for bringing this item in under budget. <br />15 <br />16 A roll call vote was taken. <br />17 <br />18 Ayes — 5 Nays — 0 Motion carried. <br />19 <br />20 E. Resolution 9386, an Update on Snow and Ice Control Policy and 1st Reading <br />21 on Updated Parking Ordinance Title 800 Chapter 802. <br />22 <br />23 Public Works/Parks and Recreation Director Peterson provided the Council with an update on <br />24 the Snow and Ice Control Policy while also introducing an Ordinance that would update the <br />25 City's Parking Ordinance, Title 800 and Chapter 802 of City Code. He explained the Council has <br />26 been reviewing the Snow and Ice Control Policy. He reviewed the proposed changes within the <br />27 updated policy in further detail with the Council. <br />28 <br />29 City Administrator Zikmund stated the City still has the year round parking issue. He explained <br />30 the time was still a concern and suggested midnight to 6:00 a.m. be considered. He discussed the <br />31 mass notification options available to the Council stating this would cost the City $4,000 per <br />32 year. <br />33 <br />34 Mayor Mueller discussed the vehicle towing provisions and asked if illegally parked vehicles <br />35 could be towed by the police department. City Administrator Zikmund stated this was correct, <br />36 but noted the process takes two days. He reported hazardous vehicles can be towed immediately <br />37 if there is an imminent threat to public safety. He noted abandoned vehicles can be towed <br />38 through an accelerated process. <br />39 <br />40 MOTION/SECOND: Hull/Bergeron. To Waive the Reading and Adopt Resolution 9386, an <br />41 Update on Snow and Ice Control Policy and to Waive the First Reading and Introduce an <br />42 Ordinance on the Updated Parking Ordinance Title 800 Chapter 802. <br />43 <br />44 City Administrator Zikmund reported this item would be back for the Second Reading before the <br />45 City Council in one month. <br />
