• y, <br />of Mounds 1/iew Staff R <br />Item No: 08A <br />Meeting Date: Feb 22, 2021 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Resolution 9397, Approval of a Development Review of Midwest <br />Motor Express, 2169 Mustang Drive <br />Introduction: <br />Midwest Motor Express (MME) is requesting approval of a Development Review for a 8,891 sq <br />ft building addition and parking lot expansion, located at 2169 Mustang Drive. <br />Discussion: <br />MME is a regional "Less Than truck-Load"(LTL) freight operator serving the northwest quadrant <br />of the U.S. Freight arrives on partially filled semi -trailers, is unloaded inside the terminal, sorted, <br />and re -loaded. The Mounds View terminal was established in 1974, and has been expanded a <br />number of times by different owners. The property includes a freight terminal with offices, and a <br />repair shop with fuel pumps. <br />A Development Review is required for new primary buildings, and building expansions of 10,000 <br />sq ft, or 10%, and compares plans to requirements in the City Code.' The proposed addition to <br />the truck terminal (25 dock doors) will expand the buildings' footprint from 23,841 sq ft, to <br />32,841 sq ft (8,891 sq ft addition, or 24%), and shift semi -trailer parking stalls north. <br />During the Planning Commission's February 3rd meeting, two homeowners adjacent to MME <br />expressed concerns regarding; noise (dropping of trailers); exterior lighting; screening of semi- <br />trailers; and yard maintenance (falling tree branches). <br />• Noise, Vibration MME operates Monday -Friday, 7:00 AM-11:00 PM, and occasional <br />Sunday nights. MME is one of multiple truck terminals and industrial <br />users adjacent to Towns Edge Manufactured Home Park, or along <br />Mustang Drive. Trailer parking is currently about 170' set back from <br />Towns Edge, and will be reduced to 57' (30' is the minimum setback <br />permitted). The expansion of the trailer parking to be closer to homes, <br />may result in more noticeable noise and vibration. <br />• Exterior Lighting Existing flood lights are on the buildings, and light poles in the front <br />parking lot. One of the conditions of approval is that the applicant shall <br />submit a photometric plan with the building permit application, and adjust <br />the existing exterior light fixtures so that they are downcast (vs. angled). <br />• Screening A standard semi -trailer is 13'-6" in height. Trailers will be parked 57' set <br />back from the north property line, adjacent to Towns Edge Manufactured <br />Home Park. Staff, and the Planning Commission recommended that two <br />off -set rows of evergreen trees, a minimum of 8' in height, be planted on <br />top of the 4' berm. <br />Since the Planning Commission meeting, the applicant has revised plans, <br />to increase the height of the berm, from 4' to 14' in height, and is <br />Mounds View Municipal Code, Section 1006.06 (Development Codes) <br />
