Item 08A <br />Page 4 of 13 <br />After the Planning Commission meeting, the applicant revised the <br />landscaping plan, and is requesting that no shrubs be required, <br />since the berm height will act as the screen. Most of the new <br />plantings will primarily be for aesthetics, rather than screening <br />(evergreen trees on the ends of the berm will act as screening). <br />Staff is recommending that the plantings be consistent with the <br />City Code requirements. However, the Development Review <br />process provides the City Council with flexibility to require <br />more or less. <br />The City Forester has reviewed the plans and visited the site, and <br />has suggestions for species. <br />Lighting' No lighting is shown, but will be added at the time of Building <br />Permit application. All exterior lighting must be hooded or <br />downcast. The maximum light glare is 0.4 foot candles measured <br />at residential property lines, and 1.0 foot candles measured from <br />the centerline of a street. <br />Exterior design & materials The building addition will match the existing building. The building <br />fagade is dominated by garage doors. <br />Trash disposal No change. Existing dumpsters are not viewable from the street, <br />nor the mobile home park. <br />Construction timetable April — September, 2021. <br />Strategic Plan Strategy/Goal: <br />Continue BR&E program, maximize utilization of development space and current list of available <br />sites, encourage land owners to maintain their properties, & consider residential redevelopment. <br />Financial Impact: <br />N/A <br />Planning Commission Recommendation: <br />The Planning Commission recommended approval at its February 3, 2021 meeting (Resolution <br />1129-21). The Planning Commission had considerable discussion, summarized in the <br />"Discussion" paragraph. The Commission recommended two off -set rows of evergreen trees, <br />on top of the 4' berm. <br />Staff Recommendation: <br />Staff recommends approval.
