Snow <br />and Ice Removal Policy. Summary Publication, Authorization to <br />purchase mass communication system and budget adjustment. <br />Introduction: <br />The City approved Chapter 901 to Ordinance 451 adding the Snow & Ice Control Policy in 1988. <br />The Snow & Ice Control Policy was updated in 2011, Res 7855. Chapter 801 was adopted in <br />1988 and has had various revisions through the years. First reading of Ordinance 974 occurred <br />at the January 25, 2021 Council meeting. Public notice has been published in accordance with <br />Statute and neither public works nor administration has received any comments or <br />correspondence. <br />Discussion: <br />Public Works Staff has reviewed the current Snow & Ice Control Policy and in working with the <br />City Attorney, City Administrator and the Police Chief is recommending changes to the Policy <br />along with changes to Chapter 901, Ordinance 451 regarding the Parking Restrictions. <br />These recommendations to Title 800, Chapter 802, Section 802.05 are detailed in the attached <br />Ordinance 974. <br />The primary impact of this policy is the ability to declare a snow emergency which subsequently <br />allows the immediate towing of vehicles parked in violation of our ordinance. A close secondary <br />impact/change is expanding the no parking time from midnight to 6:00 AM as compared to the <br />historic 2:00 AM to 6:00 AM. Lastly, it also provides for towing of vehicles leaking hazardous <br />materials in an expeditious manner. <br />Ordinance 974 does NOT change the year round parking prohibition. Council has indicated a <br />desire to have further discussion on this issue. <br />Council expressed concern regarding implementation and notification of residents. With <br />publication dates and subsequent effective time, this Ordinance will not become effective until <br />April 8, 2021. Presumably after the snow season. If not, we will not tow cars if we choose to <br />declare a snow emergency. Articles and information on our web page, social media, and <br />Mounds View Matters will be used to educate. <br />If council so chooses, staff has previously reported basic mass notification systems are <br />available (resident has to enroll to receive) for $5,000 per year. This communication system <br />could be used for a multitude of information such as public hearings related to development, <br />water service outages, etc. We control the messaging. <br />
