After the pilot study was completed, AE2S presented the results of this pilot study at the <br />November 2, 2020 Work Session. At this meeting Staff recommended that AE2S <br />continue with the plans and specifications for Water Treatment Plant 1 Rehabilitation <br />Project (Phase II). At the January 4t", 2021 Work Session, the City Council reviewed the <br />95% completed plans and directed Staff to have AE2S complete the plans and specs <br />and prepare the needed documents for bidding. The anticipated start date of later April <br />and substantial completion of March 31, 2022 and finale completion in May 31, 2022. <br />AE2S has provided a technical memorandum (attached to this report) summarizing the <br />planned improvements, recommendations and estimated project costs of $1,909,800 for <br />the water treatment plant 1 rehabilitation and improvements. The following is a proposed <br />time line of WTP 1: <br />1. City Council to authorize bid advertisement at the February 22nd, 2021 Council <br />Meeting <br />2. Publish bid advertisement on February 23, 2021. <br />3. Conduct bid opening on March 24, 2021 at 2:00 PM <br />4. City Council to Award construction contract at the April 12, 2021 Council Meeting <br />AE2S also provided an estimate for construction services, inspections, IC control and <br />programming of $300,000.00, for Water Treatment Plant 1 rehabilitation and <br />improvements. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Ensure Clean Water and Maintenance. <br />Financial Impact: No financial Impact to the 2021 Budget. The 2021 Water Fund <br />budgeted estimate of $3,816,000.00 is included in fund 700-4823-7050, for Water <br />Treatment Plant and Engineering Design. <br />Recommendation: <br />Public Works Staff recommends the City Council approve the attached resolution <br />Authorizing AE2S to complete the plans a specifications for the Water Treatment Plant <br />Rehabilitation Project and prepare the documents for bidding. Staff also recommends the <br />Council approve the proposal from AE2S for the construction phase of the project <br />including inspections, IC controls, and programming for $300,000.00.
