Item No: 8A <br />Meeting Date: March 8, 2021 <br />MOUNDS VIEW Type of Business: CB <br />Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Public Hearing, Resolution 9403, Approving an Off -Sale Intoxicating Liquor <br />License Transfer for Aldo J. Olivas, 2345 County Road H2 <br />Introduction: <br />In accordance with Chapter 502 of the Mounds View City Code, a public hearing is required for all <br />liquor license transfers. Vino & Stogies has been sold and the new owner has applied for an off - <br />sale intoxicating liquor license transfer. <br />Discussion: <br />Aldo J. Olivas has purchased the property and business known as Vino & Stogies located at 2345 <br />County Road H2. The closing took place on February 15, 2021 and has been closed for business <br />since that date. The property will be operating as "Savilo Liquor Store". In addition, the applicants <br />have indicated that they will not be selling cigarettes or tobacco so they are not applying for a <br />tobacco license. <br />Staff has conducted the following investigations and inspections: <br />Mounds View Police Department: The Mounds View Police Department has issued a satisfactory <br />background report for the applicant, Aldo J. Olivas. <br />City Billing (Mounds View Finance Department/Ramsey County Property Taxes): The property is <br />up to date on payment of all water/sewer bills. There are no other outstanding fees owed to the <br />City. The Finance Department issued a satisfactory report. In addition, there are no outstanding <br />property taxes for this property. <br />Fire Inspection (SBM Fire Department): The last fire inspection conducted on the property was <br />July 15, 2020. If Council desires that another inspection be conducted for fire compliance, please <br />advise Staff and we will get that scheduled as soon as possible. <br />All liquor licenses expire June 30, 2021. Please advise staff if you would like to extend this liquor <br />license, if approved, to June 30, 2022 or if you will require him to renew in a few months. Mr. Olivas <br />paid a $160 transfer fee and a $350 license check fee. The fee for a new/renewal off -sale liquor <br />license is $260 and the fee for a "renewal" background check fee is $50. <br />We have asked the applicant to attend the City Council meeting via Zoom. <br />Strategic Plan Strategy/Goal: <br />Create and maintain a positive business climate where businesses want to locate and remain <br />in Mounds View <br />Financial Impact: None <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
