ROLL CALL: Commissioners: Arel, Curry, Kroeger, Palm, Rundle, Sullivan, Zaiger <br />Staff: Peterson I YMCA: Thomas <br />3. APPROVAL OF AGENDA: Motion to move Agenda item 9A to following 7A and approve agenda by Kroeger, <br />2nd by Rundle. Motion Passed 7-0 <br />4. APPROVAL OF MINUTES <br />January 23, 2020: Motion to approve by Rundle, 2nd by Palm. Passed 7-0 <br />5. SPECIAL BUSINESS <br />A. Oath of Office for Re Appointment Commissioner Palm by Don Peterson <br />6. PUBLIC INPUT <br />Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full name and address. <br />Please limit your comments to three minutes. Gary Meehlhause: Town Hall Meeting Monday, April 20, 2020 and <br />City Council is looking for a Citizen of the Year. Sherry Gunn: There is interest in a tree -lighting ceremony at City <br />Hall around the holidays. This could bring back a small town feeling and bring the community together. The MV Lions <br />Club is willing to help support the idea financially. <br />7. STAFF REPORTS <br />A. YMCA: See attached report. Summer programs have great enrollment. Senior programming had record <br />participation for January. MVCC and park building rentals are up compared to previous years. Field requests are <br />getting finalized. <br />B. Coach -of -the -Year: Have received 2 nominations so far and MVCC will send out more email reminders to get <br />more nominations. <br />C. Public Works: See attached report. Removing some ash trees and hazardous trees on city property. Replacing <br />with other high -value trees. Repairing lighting at Event Center. Festival- in -the -Park will be at Silverview Park <br />again this August. Friday night will be the parade and a family -fun night at City Hall, then other festivities will be <br />at Silverview on Saturday. Storm sewer work to be done at Arden and Woodcrest Parks: waiting for permit from <br />RCWD. <br />8. UNFINISHED BUSINESS <br />A. Continue review of City Parks: Direct Staff to find total area of parkland per 1,000 residents as <br />recommended in Park Analysis back in 1970 (p. 8A of packet -recommended standards of twenty acres of <br />parkland per 1,000 people.) <br />1. Random Park: Reviewed history of the park amenities. <br />2. Greenfield Park: Reviewed history of park amenities. Add tennis court history. Determine how much right-of- <br />way is defined by RCWD. Need to review suggested improvements to ballfield. Direct Staff to find cost <br />estimate for moving bleachers and adding dugouts. <br />Consider ADA site accessibility, community level of service needs, future recreational needs, future park needs <br />for both parks. <br />9. NEW BUSINESS <br />A. Coach of the Year: Moved to 7B. <br />B. Park brochure — review and update: Palm will update inside park notes, Kroeger will update park amenities grid. <br />Staff will update trailway map. <br />10. COMMISSIONER REPORTS: Can we add winter lighting to the trailway by Walgreens? <br />11. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS: NONE <br />12.
