Overview: The Park and Recreation Commission is a volunteer board of Council -appointed Mounds View residents charged with advising the City Council on the operation of public recreation, parks, forestry and playgrounds, pursuant to the authority of Chapter 405 of the Mounds View Municipal Code. In this capacity, the Commission has the responsibility to recommend to the City Council, programs of public recreation, use of playgrounds, cooperative agreements with other agencies develop policies for consideration and recommend proposed budgets. The commission may also recommend capital improvements, and advise the Council in establishing fees for the public facilities and programs. The Commission receives citizen input, solicits all available information on an issue and recommends appropriate action to the City Council for final action. Primary Responsibilities: Advise City staff to operate a program of public recreation and playgrounds upon property which is owned or otherwise made available to the Municipality for such public recreation purpose. Recommend to the Council the leasing or acquisition of real or personal property for public recreational use as it deems desirable. 3. Maintain and care for all property which it has acquired or which has been assigned to it for public recreation purposes. 4. Take periodic inventories of recreation and park services which exist or may be needed and interpret the needs of the public to the Council. 5. Cooperate with other park and recreation departments, schools and private agencies for establishment of a joint powers agreement to provide parks and recreation services to the City residents. 6. Advise the Council and City Administrator in the preparation of the annual budget and long-range capital improvement programs. 7. Formulate and prescribe reasonable rules and regulations for the use of the general public of any facilities in any park area. 9. Advise the Council on constructing roadways, paths, buildings, fountains, docks, boat houses, bath houses, refreshment booths, amusement halls, pavilions and other necessary structures and improvements in parks. 0. Communicate regularly with the City Council and Planning and Zoning Commission through joint meetings and meeting minutes.
