CALL TO ORDER at 6:37 PM <br />2. ROLL CALL: Commissioners: Arel, Curry, Kroeger, Palm, Rundle, Sullivan, Zaiger <br />Staff: Peterson I YMCA: Thomas <br />3. APPROVAL OF AGENDA: Motion to approve by Palm, 2"d by Rundle: Motion Passed 7-0. Roll <br />Call vote <br />4. APPROVAL OF MINUTES: Motion to approve September 24, 2020 minutes by Kroeger, 2"d by <br />Curry. Motion Passed 7-0. Roll Call vote. <br />5. PUBLIC INPUT: Citizens may speak to issues not on tonight's agenda. Before speaking, <br />please give your full name and address. Please limit your comments to three minutes. <br />NO RESIDENTS PRESENT <br />6. STAFF REPORTS <br />A. YMCA: SEE ATTACHED REPORT: MVCC will be closing effective Friday, Nov. 20, 2020 at <br />6:00 PM for at least the next four weeks. They will continue to have YMCA distance <br />learning care. Rise Care will also continue. Continue to monitor the status of youth sports in <br />MN and take registrations for upcoming programs. Have been running Senior fitness <br />classes and some painting classes. Membership: 93 active members with 83 as Senior <br />memberships. Daily passes are at about 25% of previous years due to COVID capacity <br />requirements. Gym rentals are pretty consistent even with the lower capacity. Event Center <br />and park building rentals will be shut down for the next four weeks per Governor Walz <br />order. Rink attendant positions have been posted to be ready after the YMCA to MVCC <br />transition so they will be ready if/when the warming houses can be opened. New air filters <br />are being installed soon at MVCC, City Hall, and Public Works building. <br />Do we want to rent out the outdoor rinks to teams for practices and games since they might <br />not be able to use indoor facilities? Capacity needs to be watched in the warming houses to <br />keep it at 10 including the rink attendant. Yes! <br />B. Public Works: SEE ATTACHED REPORT. Forestry marking some trees for removal. <br />Installed some new fountains at Silverview pond. Looking to get another aerator installed in <br />the spring. <br />7. UNFINISHED BUSINESS - none at this time <br />8. NEW BUSINESS <br />A. Update on transition of Park and Recreation Program: City Council voted to discontinue <br />contract with YMCA and take over the recreation and operation of MVCC. Andy Thomas <br />has been hired to be the director. Other job descriptions will be approved by City Council <br />soon and then hiring can begin. Some current staff are willing to transfer over to these <br />positions. Talking to New Brighton to develop a program partnership. Will continue YMCA <br />distance learning program at MVCC and Youth in Government program as well. MVCC is <br />working on developing programming for seniors like Silver Sneakers and summer youth. <br />1 1 P a g e <br />
