PARKS AND RECREATION AND FORESTRY COMMISSION 6:30 P.M. I JANUARY 28, 2021 1 MOUNDS VIEW CITY HALL MEETING MINUTES Mourws _ 1. CALL TO ORDER at 6:33 PM 2. ROLL CALL: Commissioners: Arel, Curry, Kroeger, Palm, Sullivan, Commissioners Appointed- Need Oath of Office — Arel, Lillemo, Wake Wiesner, Staff: Peterson I YMCA: Thomas 3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Kroeger. Motion Passed 5-0 4. APPROVAL OF MINUTES: November 19, 2020. Motion to approve by Sullivan, 2"d by Curry. Motion 5-0. 5. SPECIAL BUSINESS A. Oath of Office for Re -Appointed Commissioner Arel - by Don Peterson B. Oath of office for Appointed Commissioner Lillemo, Wake Wiesner- by Don Peterson C. Vote on Commission Chair, Vice Chair: Motion by Palm, 2"d by Curry to nominate Gerald Arel for Chair and John Kroeger for Vice Chair. Motion Passed 7-0. 6. PUBLIC INPUT Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full name and address. Please limit your comments to three minutes. No residents present. 7. STAFF REPORTS A. Parks and Recreation — Andy Thomas: See attached report. MVCC is open with restrictions. Need reservations for gym, but not fitness center at this time. Masks need to be worn at all times. Memberships are up. Gym is booked out every day from noon -close, along with rentals for organized sports. Continued distance learning, but transitioning to before and after school care. Running a skills camp coordinated with Shoreview Community Center. Will be running a full day summer program 6:30AM to 6:OOPM. Senior fitness programs will begin Feb. 8, including Silver Sneakers. Rentals and reservations are slow for Event Center. Working on partnerships with Quincey House for teen programs, NB Park and Rec, Hall of Fame Athletics for BB clinics, SMB Fire for CPR and First Aid classes as well as safety camps and bike helmet clinics, Happy Feet Dance, YMCA for Youth and Government Program, Pure Intensity BB, SLP Parks and Rec for music and senior programs. Ice rinks are very busy and warming houses are open with restrictions. Behind on park rentals for summer at this time. Field reservations will be opening up in about a week. Ice rink hours 4-8 PM M-F and 12-8 SS: Weekdays: YMCA Advisory Board status: changing name to Park and Recreation Advisory Board (maybe) and seeking applications for two positions to meet quarterly. Need a Commissioner to be on this Advisory Board as well available during a work weekday. Commissioner Arel will be on this Board. B. Public Works — Don Peterson: See attached report. Working on drainage ditch at Ardan Park and Woodcrest Park. Needed approval from Ramsey County and RCWD. 8. UNFINISHED BUSINESS: NONE
