The structure and site shall have an appearance that will not have an adverse effect <br />upon adjacent residential properties. <br />Findings: The proposed detached garage will share the same character as the house. <br />4. The use, in the opinion of the City Council, is reasonably related to the overall needs <br />of the City and to the existing land use. <br />Findings: The proposed garage is a reasonable request. <br />5. The use is consistent with the purposes of the Zoning Code and the purposes of the <br />zoning district in which the applicant intends to locate the proposed use. <br />Findings: The proposed garage will comply with all zoning requirements, with <br />approval of a Conditional Use Permit. <br />6. The use is not in conflict with the Comprehensive Plan of the City. <br />Findings: Oversized garages are not specifically addressed within the <br />Comprehensive Plan (2010). The proposed garage relates to the <br />following: <br />General Land Use <br />Goal 1: Maintain a cohesive land use pattern that ensures <br />compatibility and functional relationships between <br />activities and uses. <br />Residential <br />Goal 3: Encourage a creative approach to the use of land and <br />related residential development. <br />7. The use will not cause traffic hazards or congestion. <br />Findings: The proposed garage will create no additional traffic. <br />8. Adequate utilities, access roads, drainage and necessary facilities have been or will be <br />provided. <br />Findings: The proposed garage will not impact utilities, roads, or drainage. <br />
