RESOLUTION 9419 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA ACCEPTING BIDS AND AWARDING A CONTRACT FOR THE WATER TREATMENT PLANT REHABILITATION PROJECT, PLANT #1 WHEREAS, The City Council approved a water production study be completed and a management program be prepared by AE2S. After the study was completed the results along with a time line for upgrades and improvements to the plants were presented for Water Treatment Plant 1 at the January 4, 2021 Work Session; and WHEREAS, At the February 22, 2021 City Council Meeting the Council approved AE2S to finalize the plans and specifications and proceed with bidding phases of the rehabilitation of WTP No. 1; and WHEREAS, AE2S published the plans on February 23, 2021 for Public Bidding and the Public Bid opening was held virtually on March 31, 2021 at 2:00 p.m. with the bids read aloud, as follows; and Contractor Base Bid Bid Alternate Bid Alternate Total WTP 3 1 WTP 2 2 Booster Station Municipal Builders Inc $1,779.000.00 $28,000.00 $20,000.00 $1,827,000.00 Rice Lake Construction $1,857,800.00 $30,700.00 $17,000.00 $1,905,500.00 Group American Liberty $1,879,000.00 $40,200.00 $10,000.00 $1,929,200.00 Construction, Inc WHEREAS, the low responsible bidder being Municipal Builder Inc. of Nowthen, MN. with a bid of $1,779,000.00; and WHEREAS, Public Works Staff and AE2S recommend awarding a construction contract to Municipal Builders Inc. for the base bid and alternates 1 and 2 in the amount of $1,827,000.00; and WHEREAS, AE2S has provided a proposal for additional Engineering Services during the construction phase as well as Engineering Services for installing of new software for the SCADA system for total cost of $297,850.00; and WHEREAS, Staff is recommending a 5% construction contingency of $91,350.00, for a total project cost of $2,216,200.00.
