Mounds View City Council March 22, 2024 <br />Regular Meeting Page 2 <br />1 None. <br />2 <br />3 7. SPECIAL ORDER OF BUSINESS <br />4 A. Dana Healy — NineNorth Executive Director <br />5 <br />6 Dana Healy, Executive Director of NineNorth, thanked the Council for their time. She provided <br />7 the Council with a presentation on the purpose, milestones, and core services provided by <br />8 NineNorth, while also addressing how NineNorth was measuring up and adding value to the City <br />9 of Mounds View. It was noted NineNorth produced community focused digital media to educate <br />10 and engage the public. She reviewed photographs of the newly redesigned space noting overhead <br />11 expenditures have been cut by 33%. She encouraged the City Council to review the NineNorth <br />12 annual report which had been mailed to the City or was available online. The services provided <br />13 to the City of Mounds View in 2020 was described at length. She described how NineNorth <br />14 assisted the City pivot from in person meetings to Zoom meetings after the pandemic occurred. <br />15 She reviewed the City Council Chamber audit that was completed in 2020 noting her only <br />16 recommendation would be to add an audio recording capability. She commented further on how <br />17 NineNorth was adding value to the community through Chamber Check In's, candidate <br />18 interviews, a Mayoral address and other media services. <br />19 <br />20 Council Member Bergeron stated he served as the City's liaison to the Cable Commission. He <br />21 thanked NineNorth and Ms. Healy for their tremendous services to the community. <br />22 <br />23 Council Member Meehlhause thanked Ms. Healy for her strong leadership and for making this <br />24 organization viable to the community. <br />25 <br />26 Mayor Mueller thanked Ms. Healy coming before the Council with this detailed presentation. <br />27 <br />28 8. COUNCIL BUSINESS <br />29 A. First Reading and Introduction, Ordinance 975, Amending the Municipal <br />30 Code, Chapter 1100 relating to Home Occupations. <br />31 <br />32 Community Development Director Sevald requested the Council introduce an Ordinance that <br />33 would amend Municipal Code Chapter 1100 relating to Home Occupations. He explained a <br />34 resident contacted staff and was wanting to build a garage for a commercial greenhouse to grow <br />35 mushrooms. He indicated commercial greenhouses are prohibited in the R-1 zoning district. He <br />36 stated this led to a conversation with the Planning Commission and if home occupations in <br />37 greenhouses should be allowed in the R-1 zoning district. He discussed the proposed language <br />38 within the Ordinance noting the general intent was for there to be no sign of the business in the <br />39 greenhouse, shed or garage. He commented there were 140 businesses in Mounds View and a <br />40 large number of these were from the home. He stated the Planning Commission discussed this <br />41 matter and recommended approval of the Ordinance. <br />42 <br />43 Council Member Meehlhause asked how a beauty shop operating out of the home worked in the <br />44 City. Community Development Director Sevald stated this was a permitted use. He explained <br />45 this would be different if the barbershop were located in a detached garage. <br />
