Item No: 08B <br />Meeting Date: Apr 12, 2021 <br />Type of Business: Council Business <br />City Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: PUBLIC HEARING: Resolution 9417, Approval of a Conditional <br />Use Permit for an Accessory Building Exceeding 952 sq ft, for <br />Curtis Goettsch, 2229 Lambert Avenue <br />Introduction: <br />The homeowners, Curt & Ann Goettsch, built a home addition in 2020, and now propose to <br />replace the detached 20' X 24' garage (480' sq ft) with a 28' X 44' garage (1,232 sq ft). The lot <br />is 75' X 300'. <br />Analysis: <br />Within the R-1 Single Family Residential District, Accessory Buildings exceeding 952 sq ft in <br />area, require a Conditional Use Permit (CUP).' Each lot is allowed up to three accessory <br />buildings, totaling 1,800 sq ft. Currently, there are no accessory buildings on the property other <br />than the garage to be removed. The garage must be designed and maintained to provide a <br />uniform appearance with the house. The width cannot exceed 35' (28' is proposed). <br />The garage will be set back 6' from the side (west) property line, whereas 5' is the minimum. <br />The western neighbor also has a large accessory building (906 sq ft). <br />Strategic Plan Strategy/Goal: <br />Continue BR&E program, maximize utilization of development space and current list of available <br />sites, encourage land owners to maintain their properties, & consider residential redevelopment. <br />Financial Impact: <br />None. <br />Planning Commission Recommendation: <br />The Planning Commission recommended approval at its March 16, 2021 meeting (Resolution <br />1131-21). <br />Staff Recommendation: <br />Staff recommends approval. <br />Application Submitted: March 8, 2021 <br />120-Day deadline for Action: May 7, 2021 <br />A Public Hearing Notice was published in the March 16, 2021 Shoreview Press, and mailed to <br />property owners within 350'. <br />Respectfully, <br />�C%x <br />Jon Sevald, AICP <br />Community Development Director <br />I Mounds View Municipal Code, Section 1106.03, Subd 1(c) (Accessory Buildings) <br />
