Mounds View EDA June 24, 2019 <br />Special Meeting Page 2 <br /> <br />Assistant City Administrator Beeman requested the EDA adopt a Resolution finding the 1 <br />structures on the Skyline Motel site to be structurally substandard and that the structures meet the 2 <br />requirements of a Redevelopment TIF District under Minnesota State Statute. He recommended 3 <br />this approval be contingent upon receiving the final report on the property from LHB. 4 <br /> 5 <br />President Mueller requested further information on the Redevelopment TIF District. Assistant 6 <br />City Administrator Beeman explained the developer would be applying for the Redevelopment 7 <br />TIF District. He indicated the developer would be writing a check to the City for the purchase 8 <br />price of the property. He noted the Redevelopment TIF District would have a maximum life of 9 <br />26 years. 10 <br /> 11 <br />Commissioner Meehlhause asked if it benefited one party or the other to be the applicant for the 12 <br />TIF District. Stacie Kvilvang, Ehlers & Associates, stated it was better for the developer to be 13 <br />the applicant because the developer would be assuming the risk. 14 <br /> 15 <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 19-16 <br />EDA-324, Finding Parcels are Occupied by Structurally Substandard Buildings or Structures and 17 <br />Meet the Requirements of a Redevelopment TIF District Under Minnesota Statutes, Section 18 <br />469.174, SIBD 10 for the EDA owned Skyline Motel Site, contingent upon receiving the final 19 <br />report from LHB. 20 <br /> 21 <br />Commissioner Meehlhause asked what the four substandard buildings were on the site. Assistant 22 <br />City Administrator Beeman explained the motel was viewed as three separate buildings and then 23 <br />there was a detached garage. 24 <br /> 25 <br /> Ayes – 4 Nays – 0 Motion carried. 26 <br /> 27 <br />B. Update from City Attorney on 30’ Easement between the Skyline Motel and 28 <br />Bio Clean Property. 29 <br /> 30 <br />Assistant City Attorney Anderson provided the EDA with an update on the 30’ easement 31 <br />between the Skyline Motel and the Bio Clean property. He explained during the purchase of the 32 <br />Skyline Motel property that the 30’ remnant remains in the names of four individuals. The City 33 <br />has the names of these four individuals but understands the property may now be in the hands of 34 <br />their heirs. The City will work to find these heirs and will have them sign a quit claim deed. He 35 <br />explained the other option would be for the City to pursue a condemnation proceeding. 36 <br /> 37 <br />Commissioner Meehlhause questioned who was paying the property taxes for this easement. 38 <br />Assistant City Attorney Anderson stated no property taxes were being paid for the easement. 39 <br /> 40 <br />Commissioner Bergeron asked if the City could pursue the quit claim deed and the condemnation 41 <br />at the same time.
