<br />I. I am the publisher of the SHOREVIEW PRESS, or the publisher's
<br />designated agent. I have personal knowledge of the facts stated in
<br />this Affidavit, which is made pursuant of Minnesota Statutes §331A.07.
<br />The newspaper has complied with all of the requirements to constitute a
<br />qualified newspaper under Minnesota law, including those requirements
<br />found in Minnesota Statutes §331A.02.

<br />NOTICE OF PUBLIC HEARING
<br />ORDINANCE 976
<br />NOTICE IS HEREBY GIVEN that the Mounds View city council will hold
<br />a public hearing during its regularly scheduled meeting on Monday, June 28,
<br />2021 at 6:3o p.m to consider the first reacting of Ordinance 976, an ordinance
<br />adopting the recodllication of the Mounds View Municipal Cafe and upd sling
<br />the city's 2021 fee schedule. The proposed Ordinance 976, If adopted, would
<br />cause an updated Mounds View Municipal Code to lake effect. Said raoodifi-
<br />calfon was prompted foiIowing an extensive review of the current city code by
<br />the city council, city staff, and city consultants. Before approving Ordinance
<br />976, a public hearing is required because the proposed updated Mounds View
<br />Munic#pal Code Includes certain amendments to the City's zoning ordinance
<br />whlch are summarized as follows: (1) section 1103.10 of the current code relat-
<br />ed to smoke, dust, and odors is proposed to be revised to only reference the
<br />requirements in Minnesota Rules Chapters 7001 through 7028, as amended;
<br />(iq section 1103.11 of the current code relalad to noise is proposed to be re-
<br />vised by replacing the reference to Minnesota's NPC 1.4 Regulations with a
<br />reference to the requirements in Minnesota Rules Chapter 7030, as amended;
<br />(ill) the 120•square-foot threshold in section 1106.03, subd. 1(b) of the current
<br />code related to accessory building separation requirements in the R-1 district
<br />Is proposed to be modified to a 200•square•foot threshold; {iv} fire one person
<br />threshold for boarding or renting of roams as an allowed accessory use in
<br />the R-1 district, contained in section 1106.03, subd. 6 of the current code, Is
<br />proposed to be increased 10 a two -person threshold; and (V) the illustrations
<br />related to accessary dwelling units In the R-1 district, oonlatned In sections
<br />1106.03 and 1106.04 of the current coda, are proposed to be replaced with
<br />revised Illustrations to belief- deplct the Code requirements. The proposed
<br />recoditication would also update outdated and unnecessary code language,
<br />reformat and renumber the code, update staff lilies, and modemixo the code
<br />to conform to.current city practices and state law, as necessary.
<br />The proposed Ordinance 976, along with the full text of the proposed re -
<br />codification of the Mounds View Municipal Code, are on file and available for
<br />public vlowing at the Office of the City Adminlstralor. The proposed ordinance
<br />and recodiffcation are also posted in Iheir entirely on the City's websile, locat-

<br />Due to COVID-19, members of the city council will participate in the June
<br />28, 2021 meeting by laic phone or other electronic means pursuant to Minne•
<br />sole Statutes, 5ecilon 13D.021. Accordingly, members of the public may only
<br />remotely view the meeting and participate through such methods. Instructions
