PARKS AND RECREATION AND FORESTRY COMMISSION <br />6:30 P.M. I MARCH 25, 2021 1 MOUNDS VIEW CITY HALL <br />AIN <br />MEETING MINUTES Moues VIEW <br />1. CALL TO ORDER at 6:32 PM <br />2. ROLL CALL: Commissioners: Arel, Off, Kroeger, Lillemo, Palm, Sullivan, Wake Wiesner, <br />Staff: Peterson I Thomas <br />3. APPROVAL OF AGENDA: Motion to approve by Palm, 2"d by Kroeger. Motion Passed 6-0 <br />4. APPROVAL OF MINUTES <br />August 27, 2020: Motion to approve by Kroeger, 2Id by Arel. Motion passed 4-0. <br />February 25, 2021: Motion to approve by Sullivan, 2nd by Wake Wiesner. Motion passed 6-0. <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full <br />name and address. Please limit your comments to three minutes. No residents present. <br />6. STAFF REPORTS <br />A. Parks and Recreation — Andy: See attached report. 35 children registered for the Summer <br />Parks Program and Explore More Program so far. League registration for summer sports <br />open with good registration to start! Getting more calls for Event Center rentals. Hiring <br />seasonal maintenance positions. Field rentals up to what it was in 2019, park building <br />rentals still low. More seniors coming in since vaccinations have become available. <br />B. Public Works — Don: See attached report. All diseased trees on city land have been <br />removed -including ash trees in parks. Working on a couple of grants for replacement with <br />non -ash trees. Will do a 2 for 1 replacement. <br />7. UNFINISHED BUSINESS <br />A. Silver View Park Ball Fields — install netting along out filed fence. 10' netting would cost <br />$11,675; and 20' netting would cost $25,935. Discussion about cost vs. safety in relation to <br />people that would still try to hit a ball over the net. With removal of trees by the City, does <br />the City need to provide additional safety? Motion by Kroeger, 2"d by Wake Wiesner to <br />move forward with the recommendation to install a 20' net above the existing 10' <br />high chain link fence for a length of 165' at a cost of up to $25,915. <br />Motion passed 5-1-Palm descent. <br />B. Lambert Hockey Rink — Reconfigure boards and reduce overall size of rink. Total cost of <br />$29,935. Previous vote in August (5-1) was to move forward with this plan. <br />C. Review Random Park Playground — Replacement cost $94,109 to include tot lot, and larger <br />playground for ages 5-12, along with some elements from former City Hall Park. Will need <br />to provide concrete ADA path from building to playground for accessibility. Motion by <br />Palm, 2"d by Sullivan to recommend to City Council to move forward with the <br />playground replacement at the cost of $94,109. Motion passed 6-0. Encourage Staff <br />to look into possible grants to match. <br />D. Review 5 year Capital Park Improvement Plan (2022-2026) Looking at identifying projects <br />to improve the parks, regardless of funding. Go out as an individual and/or in small groups <br />then bring feedback to our next meeting. Suggest Woodcrest, Greenfield, Hillview and <br />
