PARKS AND RECREATION AND FORESTRY COMMISSION <br />6:30 P.M. | APRIL 22, 2021 | MOUNDS VIEW CITY HALL <br />MEETING MINUTES <br /> <br />1. CALL TO ORDER at 6:30 PM <br />2. ROLL CALL: Commissioners: Arel, Curry, Kroeger, Lillemo, Palm, Sullivan, Wake Wiesner, <br /> Staff: Peterson | Thomas <br />3. APPROVAL OF AGENDA: Motion to approve adding item 7C by Palm, 2nd by Sullivan. Motion <br />Passed. 6-0. Lilemo joined after the motion. <br />4. APPROVAL OF MINUTES <br />March 25, 2021: Motion to approve by Kroeger, 2nd by Wake Wiesner, Motion Passed 7-0. <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full <br />name and address. Please limit your comments to three minutes. No residents present <br />6. STAFF REPORTS <br />A. Parks and Recreation – Andy: See attached report. Summer League registration closes <br />Friday. Numbers are about where they should be. Same with Summer Park Programs. <br />B. Public Works – Don: See attached report. Did receive a grant for removal and replacement <br />of ash trees for EAB at City Hall and Lambert Parks. Splash pad will open Memorial Day <br />weekend at 50% capacity (49 people). Masks required when not in the water and outside of <br />the splash pad area (benches, tables, playground). Will need a posted telephone number <br />and ability to shut off the water if capacity exceeds 49 and is unsafe. Drinking fountains will <br />remain off at all parks until restrictions are lifted. Working on a bubbling feature at the east <br />end of W ood Lake at Silverview Park in hopes of keeping the ice off enough to release <br />winter decay gases to decrease the stench around Long Lake Road in the spring. <br />7. UNFINISHED BUSINESS <br />A. Review 5-year Capital Park Improvement Plan (2022-2026): Went through park-by-park <br />and Commissioner observations/concerns. Most seem to be general maintenance items or <br />smaller additions. <br />B. Park Tours Recommendations: Went through park-by-park and Commissioner <br />observations/concerns. Most big cost items are already on our PIP, others seem to be <br />general maintenance items or smaller additions. Possibilities include add dog poop trash <br />bins and charcoal waste bins at all parks. Add grills and picnic tables, benches, and <br />bathroom enclosures to parks away from the building so people can enjoy the park away <br />from the building if the building is rented out. Possibly move Random Park playground <br />equipment to Woodcrest. Possible use for north Oakwood-turn into a pollinator garden. <br />How can we commit some park space to include game space for BIPOC population that is <br />growing in Mounds View? Website: mncompass.org for up-to-date census data on MV <br />populations. ASK our residents!! <br />C. Silverview Park netting-revisit: Further discussion led to same conclusion to move forward <br />with 20 foot net above fencing. <br /> <br />8. NEW BUSINESS <br />A. Arbor Day/Earth Day – tree planting: April 30th at noon at Groveland Park
