PARKS AND RECREATION AND FORESTRY COMMISSION <br />6:30 P.M. I MAY 27, 2021 1 MOUNDS VIEW CITY HALL <br />MEETING MINUTES MULNDS VIEV <br />1. CALL TO ORDER at 6:25 PM <br />2. ROLL CALL: Commissioners: Arel, Curry, Kra, Lillemo, Palm, Sullivan, Wake Wiesner, <br />Staff: Peterson I Thomas <br />3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Sullivan. Motion Passed 6-0 <br />4. APPROVAL OF MINUTES <br />April 22, 2021: Motion to approve by Wake -Wiesner, 2nd by Lillemo. Motion Passed 6-0 <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full name and <br />address. Please limit your comments to three minutes. Celena Monn and son, Martin, 2357 Sherwood <br />Rd. shared a slide show to encourage the Commission to consider a board for our tennis courts for <br />racquetball and bike racks at various parks. Ms. Monn showed examples of parks in Shoreview that have <br />these boards measured at 8' x 28' or even 8' x 16'. Need to consider surface material and cost, as well as <br />placement to allow for surveillance. Bike racks have been on the Park Improvement Plan for several <br />years. Concern about putting the surface on the fencing so that the poles would support any weight and <br />wind pressure. Cost of raw materials are really high right now, so we may need to weigh the cost with the <br />timing. Direct Staff to investigate options and costs. <br />6. STAFF REPORTS <br />A. Parks and Recreation — Andy: See packet: COVID capacity and distance restrictions expire tomorrow. <br />Masks are not required for fully vaccinated people, but recommended for those not vaccinated. MVCC <br />will not be asking for verification of vaccination. Masks still required for child care and school groups <br />through June 13. Job openings for Summer Program, custodian and event host! <br />B. Public Works — Don: See packet: SplashDown will be open this weekend. It will "officially" open <br />Memorial Day. Students for Climate Awareness helped plant trees in the north end of the City as well <br />as at Groveland Park. Social Media shows residents are upset about the parking situation on <br />Edgewood Drive across from the splash pad. There will be signs added that say "NO PARKING <br />Memorial Day -Labor Day" coming. <br />7. UNFINISHED BUSINESS -NONE <br />8. NEW BUSINESS <br />A. Addition of Trail — 2360 Hillview Road from Oakwood Dr. to Hillview Rd. The homeowner owns the <br />property where this trail and the drainage ditch are located. There used to be a crosswalk there, but is <br />no longer, and there is a curve on that road that could impact safety. Direct Staff to investigate costs <br />and options. <br />B. Review of Presentation at City Council Work Session of May 3, 2021 - future needs of Parks and <br />Recreation. Commissioners should go through the Iist presented at the meeting and prioritize each <br />item as low, medium, or high and then Staff will add pricing later so priorities are not determined by <br />cost, but by need. Don Peterson will send an Excel spreadsheet with the items to be prioritized and <br />returned to him about one week BEFORE the next meeting. <br />
