The Mounds View Vision
A Thriving Desirable Community

Item No: 06A
Meeting Date: Mar 3, 2020
Type of Business: Other
Planning Case: XXXX-XXX
City of Mounds View Staff Report
To: Planning Commission
From: Jon Sevald, Community Development Director
Item Title/Subject: Discussion - Signs

Discussion:
At a previous Planning Commission meeting, the Commission asked to discuss sign
regulations. Sign regulations are complicated (understatement). Mounds View’s sign
regulations are outdated, in terms of regulating dynamic (digital) signs, and perhaps other types
of signs (e.g. drive-thru menu boards, and temporary signs).

Attached is a comparison of cities’ wall and ground sign regulations, specific to zoning districts
along streets that are similar to Mounds View Boulevard.

Recommendation:
Staff requests that Commissioners drive Mounds View Boulevard, and be prepared to discuss
likes & dislikes.

Due to the COVID pandemic, City Staff chose not to enforce temporary sign regulations in
2020-2021, allowing businesses to add or keep temporary signs to attract customers. We also
did this in 2018, when 35W construction reduced traffic on Mounds View Boulevard.

Respectfully,
Jon Sevald, AICP
Community Development Director

ATTACHED:
Sign comparison
