Item 05A <br />Page 8 of 10 <br /> <br />The Mounds View Vision <br />A Thriving Desirable Community <br /> <br /> <br />The Preliminary Plat relates to the following of the Comprehensive Plan (2010): <br /> <br />Residential <br />Goal 1: Preserve the identity and maintain and improve the quality and <br />appearance of existing neighborhoods. <br />Policy h. The City will consider the subdivision of existing large lot single- <br />family residential lots on a case-by-case basis. The City will <br />use such reviews to ensure that new development is consistent <br />with city needs and compatible with surrounding development. <br /> <br />FINDINGS: The project is a redevelopment from one large single-family lot, to <br />four single-family lots, each exceeding the minimum lot size for the <br />R-1 district. <br /> <br />Goal 3 Encourage a creative approach to the use of land and related <br />residential development. <br />Policy b. The City will consider all types of housing, provided each is <br />located according to the goals and policies of the <br />Comprehensive Plan and if the plans and design qualities meet <br />all applicable city codes and standards. <br />Policy e. Support quality residential development and redevelopment <br />throughout the City by using education, design standards and <br />code enforcement. <br /> <br />FINDINGS: The project is consistent with design standards of the City Code <br />(e.g. lot dimensions). <br /> <br />Housing <br />Goal 1 Promote a broad and full choice of housing opportunities that <br />provides life-cycle and affordable housing with a mix of <br />housing types and values. <br />Policy b The City promotes development of various housing options for <br />residents in all stages of life. <br /> <br />Goal 2 Maintain and upgrade the existing housing stock of the City. <br />Policy b. Use housing projects to promote economic development and tax <br />base expansion. <br /> <br />Goal 4 Encourage residential infill and redevelopment that supports the <br />City’s housing goals and maintains residential character. <br /> <br />FINDINGS: The project is an infill development, and will create three new <br />single-family households (Lot 1 is an existing home), providing <br />options for move-up housing, and increasing the tax-base. <br /> <br />Intergovernmental Coordination <br />Policy b Support collaborative planning efforts for issues and matters that <br />affect multiple jurisdictions or agencies.
