RESOLUTION 9445 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />AUTHORIZE SANITARY SEWER LINE REHABILITATION PROJECT - CIPP (CURED - <br />IN -PLACE PIPE) <br />WHEREAS, Public Works has an inspection and maintenance program for the <br />municipal sanitary sewer system, by televising and evaluating the condition of the pipes. <br />Defects are logged while performing inspections, including cracks in the pipe and leaking <br />joints; and <br />WHEREAS, a priority list that ranks the segments of pipe requiring repair or <br />remediation is maintained by Public Works and Staff determined which lines should be <br />included in the Sanitary Sewer Rehabilitation Project; and <br />WHEREAS, Public Works in conjunction with Stantec has prepared plans and <br />specifications (bid documents) in house for use in obtaining public bids for the sanitary <br />rehabilitation project; and <br />WHEREAS, a virtual public bid opening was held on Thursday, July 15, 2021 at <br />10:00 am with Granite Inliner as the low bidder at $389, 350.00; and <br />WHEREAS, the funding for these repairs is budgeted in the Sanitary Sewer fund, <br />730-4823-7050, which includes $175,000.00 for sewer pipe relining program. <br />WHEREAS, the project is eligible for American Rescue Plan Act (ARPA) funding <br />if the Council chooses to use ARPA funds. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds <br />View, Ramsey County, Minnesota as follows: <br />1. The City hereby approves the bid from Granite Inliner LLC of Hugo, MN, for <br />389,350.00 (base bid) for lining of the 2021 Sanitary Sewer Rehabilitation <br />Project, City project 2021-005. <br />2. The City Council also approves Bid Alternates #1, #2, and #3 for a total of <br />94,165.00. <br />3. The City Council approves a 3.4% contingency of $16,439.51 for any <br />unforeseen issues that may arise during this project. For a total project cost not <br />to exceed $500,000.00. <br />4.
