M EMORANDUM

to: Mounds View City Council
from: Nyle Zikmund, City Administrator
re: June 7, 2021 Workshop

date: June 2, 2021

1. Forgivable Loan Program – K & G/Brian/Jon
This item follows from the numerous discussions on diversity, equity and inclusion with a
focus on options to provide local small business support, especially to start-up companies
owned/operated by BICOP. Many cities, including Mounds View; provide some forms of
public subsidies (TIFF for example) to aid development and economic growth which are often
(in our case always) very large projects. This discussion will focus on options open to council
for aid to small businesses.

2. Sustainability Committee - Committee
Attached/included document is the result of several meetings of the ad-hoc exploration
committee comprised of Marcie Weinandt, Gary Rundle, Sherry Gunn, Don Peterson, Jon
Sevald and myself. This committee met several times and visited with a number of speakers.
The attached document details our collective thoughts on what a committee/commission might
be tasked with undertaking, the make-up of members, and the pros and cons of forming a
formal committee/commission.

3. 2022 General Fund Budget - Mark
Update on 2022 budget and further discussion.

4. Food Truck Regulation – Nyle
As a result of a resident looking to hire a food truck for a special family event we shared
with Council (back in May) concerns over licensing costs – especially as they relate to
impact of operation for these small events. Attached is the May 3, 2021 discussion memo
which Council direction was further discussion.

The memo outlines need for direction on the following;
1. Yearly and daily fee
2. Private party requirements and fee.
