1.0 PURPOSE AND SCOPE <br />1.1 PURPOSE <br />This Local Surface Water Management Plan (LSWMP) will serve as a comprehensive planning document <br />to guide the City of Mounds View (City) in conserving, protecting, and managing its surface water <br />resources. The City has created this plan to meet the requirements detailed in Minnesota Statutes 103B <br />and Minnesota Rules 8410, administered by the Minnesota Board of Water and Soil Resources. This plan <br />also is consistent with the goals and policies of the Metropolitan Council's Water Resources Policy Plan, <br />and the Watershed Management Plan for the Rice Creek Watershed District (RCWD), which has <br />jurisdiction over surface water management within the City. Mounds View may amend this LSWMP by <br />following the procedures outlined in Section 9 to remain current with local surface water management <br />standards and policies. <br />1.2 SCOPE <br />This Plan serves multiple purposes including statutory and rule compliance. Minnesota statute 103B.235 <br />defines content for local surface water management plans. According to the statute's text: <br />Each local plan, in the degree of detail required in the watershed plan, shall: <br />(1) Describe existing and proposed physical environment and land use; <br />(2) Define drainage areas and the volumes, rates, and paths of stormwater runoff; <br />(3) Identify areas and elevations for stormwater storage adequate to meet performance standards <br />established in the watershed plan; <br />(4) Define water quality and water quality protection methods adequate to meet performance <br />standards established in the watershed plan <br />(5) Identify regulated areas; and <br />(6) Set forth an implementation program, including a description of official controls and, as <br />appropriate, a capital improvement program. <br />Minnesota Rules 8410, administered by the Board of Water and Soil Resources, provide more detail on <br />local plan content. Though the BWSR guidance applies specifically to watershed management <br />organizations and watershed districts, this guidance has historically been used to frame expectations for <br />municipal plans.
