Due to the nature of stormwater management, the assessment may transpire over a 12 month <br />period to allow various testing in all seasons. There are no critical failures at this time, thus <br />minimal risk in taking the time. <br />Funding for Storm Water Management: <br />The existing storm water managing fee/assessment has resulted in a fund balance of just over $2 <br />million and is adding just over $220,000 per year. Absent a large dredging bill, there would be <br />adequate existing funds and ongoing revenue to rehabilitate and improve our system. <br />Conversely, if sediment has to be removed and disposed of, an increase in the levy may be <br />warranted. We know of several infrastructure needs; skimmer, Culvert from open ditch to the <br />pre -sediment pond, at Silver View and several small flow control devices that need rehabilitation <br />or replacement. <br />Timing/Strategic Plan: <br />With the final phase of the Municipal Water upgrade in process, near completion of our street <br />reconstruction, and ongoing systematic rehabilitation of the sanitary sewer system, it is now <br />prudent to lay the ground work for a storm water rehabilitation plan. The timing is also <br />consistent with the HOPP program which defines stormwater as one of the three focal points. <br />Finally, as a Green Step city which has demonstrated environmental concern and commitment, <br />storm water management is the foundation of preservation of our precious and highly valuable <br />resource — water. <br />Future Needs: <br />This process has made it apparent that more resources are needed to ensure our system remains <br />functional and ideally, at an optimum level. To accommodate that it has become clear that a <br />second Public Works employee is needed in the Storm Water Division, who would be wholly <br />dedicated to maintenance and Inspections of the entire Storm Water System. Currently, there is <br />a single individual assigned to storm water maintenance. The assessment may reveal an ability <br />to re -direct existing levy from accumulating fiscal assets to maintenance with a goal of reducing <br />or eliminating costly repairs and sediment dredging. It is possible to construct a system using <br />various features and infrastructure that catches sediment that can be removed prior to its <br />introduction into our ponds. Current equipment such as the back hoe and Vactor are sufficient <br />to remove nearly 100% from pre -sediment ponds, a-r4 sumps and grit chambers. <br />Additionally, by becoming the Local Governing Unit (LGU) controlling permitting and inspection <br />we can strictly enforce sediment control on all construction projects which is/can be a potential <br />major contributor to sediment in the storm water system. <br />Current Maintenance: <br />4 to 6 city wide street sweepings. <br />Vacuum/cleaning of 18 to 24 infiltration basis with sumps <br />Repair of catch basins <br />Cleaning/clearing of intake/infiltration basins <br />Cleaning/clearing of 2 storm scepters (discharging into Spring Lake) <br />
