PARKS AND RECREATION AND FORESTRY COMMISSION <br />6:30 P.M. | JUNE 24, 2021 | MOUNDS VIEW CITY HALL <br />MEETING MINUTES <br /> <br />1. CALL TO ORDER at 6:36 PM <br />2. ROLL CALL: Commissioners: Arel, Curry, Kroeger, Lillemo, Palm, Sullivan,Wake Wiesner, <br /> Staff: Peterson | Thomas <br />3. APPROVAL OF AGENDA: Motion to approve by Sullivan, 2nd by Kroeger. Motion Passed 6-0 <br />4. APPROVAL OF MINUTES <br />May 27, 2021: Motion to approve by Wake-Wiesner, 2nd by Arel Motion Passed 5-0 <br />Kroeger, abstain <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full <br />name and address. Please limit your comments to three minutes. Council Member, Gary <br />Meehlhause 7400 Parkview Drive: City Council approved a development and the Park <br />Dedication Fund will receive just over $10K. <br />6. STAFF REPORTS <br />A. Parks and Recreation – Andy: See attached packet <br />B. Public Works – Don: See attached packet. Direct Staff to find out if we ever had the Eagle <br />Scout, Ryan Hemmenway, who redid the Disc Golf Course, in for recognition at PRF <br />Commission and/or City Council. <br />7. UNFINISHED BUSINESS <br />A. Addition of Trail – 2360 Hillview Road: Motion by Palm to bring this matter to City <br />Council to add an aglime trail. 2nd by Kroeger. Motion Passed 6-0 <br />B. Review of future needs of Parks and Recreation: High priority included installing key cards <br />and security cameras at all parks, replace soccer nets at Oakwood, replacing Random Park <br />playground, and Silver View building improvements (seating and kitchen). Next step is to <br />look at costs of these items and adjust priorities as needed. May need another joint meeting <br />with City Council. <br />C. Review of Silver View Park – Netting for Outfield Ball fields: The contractor raised the price <br />from $25,915 to $30,700. Staff is recommending the Commission ask the City Council to <br />rescind the bid and wait to see if prices go down. Kroeger asks that the netting be put back <br />on the Park Amenities and Future Needs list/Park Improvement Plan. Motion by Kroeger <br />to ask City Council to rescind Resolution 9427 to install netting to the Silver View <br />Baseball Outfield Fence until a lower cost can be quoted. 2nd by Lillemo. Motion <br />Passed 6-0. <br />8. NEW BUSINESS <br />A. Greenfield trail – condition, repairs: A resident calls Public Works weekly regarding the trail <br />conditions. The City is looking at some sort of coordination with RCWD for maintenance. <br />This trail does have a lot of wetland space. If we maintain it as is, adding aglime as needed <br />for muddy areas, we can keep it as a natural trail. Encourage Commissioners to walk this <br />trail for further discussion and add it to the Park Amenities and Future Needs list/Park <br />Improvement Plan <br />9. COMMISSIONER REPORTS:
