Mounds View City Council September 13, 2021 <br />Regular Meeting Page 3 <br /> <br />Council Member Meehlhause questioned if the recommendations from the Planning Commission <br />were unanimous. Community Development Director Sevald stated this was the case. <br /> <br />Mayor Mueller inquired if pet fences were typically four feet in height. Community Development <br />Director Sevald stated front yard fences have a maximum height of four feet. <br /> <br />Mayor Mueller asked why a five-foot fence was installed instead of a four-foot fence. Kayla Zoet, <br />2390 Mounds View Boulevard, commented a five-foot fence was installed for the safety of the <br />animals using the pet area. <br /> <br />Mayor Mueller questioned if the pet fence was see through. Community Development Director <br />Sevald reported the pet area fence was see through and noted the patio area fence would not block <br />visibility at all. <br /> <br />MOTION/SECOND: Meehlhause/Cermak. To Waive the Reading and Adopt Resolution 9465, <br />Amending the Crossroad Pointe PUD Narrative, 2390 Mounds View Boulevard. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. Resolution 9466, Appeal of the Planning Commission’s Denial of a Variance <br />at 5045 Rainbow Lane. <br /> <br />Community Development Director Sevald requested the Council consider appealing the Planning <br />Commission’s denial of a Variance for the property at 5045 Rainbow Lane. He explained the <br />property owner had obtained a fence permit and a small portion of the front yard fence was <br />constructed at six feet when it should be four feet. This led the property owner to apply for a <br />variance and this variance request was denied by the Planning Commission. The applicant has <br />appealed this decision to the City Council. He commented further on the location of the property <br />noting it was a corner property adjacent to Sunnyside Elementary. <br /> <br />Council Member Meehlhause explained he drove by the property today. He commented on the <br />barrier that was installed along County Road H. He asked if staff was aware of this. Community <br />Development Director Sevald indicated he became aware of this recently. <br /> <br />Council Member Meehlhause questioned if this barrier was allowed. Community Development <br />Director Sevald reported a solid fence was not allowed. <br /> <br />Aaron Strand, 5045 Rainbow Lane, introduced himself to the Council and thanked them for <br />considering his request. He reviewed a picture of his property with the Council noting he hoped to <br />install a new driveway next year. He commented on how his home was placed on his lot noting he <br />had no backyard because it was taken up by a driveway and garage. He explained the new fence <br />was only six feet high where it met his home to keep his dogs from seeing over the fence. He stated <br />he was a caring person, he cared about both the safety of his dogs and the children in the <br />neighborhood. He requested his fence be allowed to remain as is. <br /> <br />Mayor Mueller thanked Mr. Strand for coming forward.
