He reported this franchise was continued in 2013 with a sunset provision at the end of 2021. <br />He recommended this franchise be continued for another five years. It was noted the funding <br />gained through franchise fees was used to assist with street maintenance. <br />MOTION/SECOND: Meehlhause/Bergeron. To Waive the First Reading and Introduce <br />Ordinance 979, an Ordinance Continuing a Franchise Fee on Xcel Energy Electric and Natural <br />Gas Operations within the City of Mounds View. <br />Ayes — 4 Nays — 0 Motion carried. <br />D. Resolution 9451, Authorizing Revisions to Section 2.02 (Direct Deposits); <br />Section 2.03 (Holidays); Section 2.04 (Sick Leave); and Section 2.05 (Vacation) <br />of the Personnel Manual. <br />Human Resources Coordinator Ewald requested the Council authorize revisions to Section 2.02 <br />(Direct Deposits), Section 2.03 (Holidays), Section 2.04 (Sick Leave), and Section 2.05 (Vacation) <br />of the Personnel Manual. She reviewed the proposed changes to the Personnel Manual in detail <br />with the Council and recommended approval. <br />MOTION/SECOND: Bergeron/Cermak. To Waive the Reading and Adopt Resolution 9451, <br />Authorizing Revisions to Section 2.02 (Direct Deposits); Section 2.03 (Holidays); Section 2.04 <br />(Sick Leave); and Section 2.05 (Vacation) of the Personnel Manual. <br />Council Member Meehlhause thanked staff for making the proposed changes. He anticipated the <br />proposed changes would assist with hiring and maintaining future hires when it comes to benefits. <br />Council Member Bergeron agreed stating it was difficult for smaller cities to recruit and retain <br />personnel. <br />Ayes — 4 Nays — 0 Motion carried. <br />E. Resolution PUD Concept Plan Review for the Properties at 2840 Mounds View <br />Boulevard and 7861 Groveland Road. <br />City Administrator Zikmund stated Sabry Sharara (developer) is requesting a concept plan review <br />of a Mixed -Use Planned Unit Development (PUD) to be located at 2840 Mounds View Boulevard <br />(former Simons/ABC Liquor) and 7861 Groveland Road (EDA property). The project includes a <br />four-story building, with Mounds View Family Dental (relocated) and retail (speculation) on the <br />first floor, and apartments above (market rate). A Concept Plan does not have the level of detail <br />expected for a Development Review. The intent is for the City Council members to provide <br />individual opinions of the project. There is no formal Resolution or approval at this time. These <br />opinions will assist the developer in refining plans before submitting a formal application. He <br />discussed the proposed plans for these properties in further detail with the Council and asked for <br />comments or questions. <br />
