MOU-N-DitSVIEW <br />City of Mounds View Staff Report <br />Item No: 08F <br />Meeting Date: August 23, 2021 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: First Reading and Introduction, Ordinance 980, Amending <br />Title XI of the Mounds View City Code to Add a New Chapter <br />Regulating Mobile Food Vehicles and Vendors <br />Introduction: <br />Staff normally starts receiving inquiries regarding food truck in early spring. This year, <br />we had received a lot more inquires than usual, and our City Code does not address <br />food trucks specifically. They are processed using our transient merchant portion of the <br />Code. Therefore, Staff saw the need to add a section to our Code to address mobile <br />food vehicles and vendors. <br />Discussion: <br />With current social distancing guidelines still in place, people are having more <br />celebrations outside and in parks. Staff saw the need to include a new section in the <br />Code to address the increased inquires and requests for mobile food vehicles and <br />vendors. Staff brought this issue to your May 3 City Council Work Session for <br />discussion. With your support, Staff worked with our City Attorney to draft an ordinance <br />which was brought to your June 6 Work Session for review. Attached please find <br />Ordinance 980. <br />Additionally, on June 14, 2021 the City Council adopted Resolution 9436, which revised <br />the 2021 Fee Schedule to include fees for Mobile Food Vehicles and Vendors. <br />Strategic Plan Strategy/Goal: Our ordinance and this application are consistent with the <br />Vision Statement, "...welcoming a desirable destination to all ages and cultures ... and a <br />place where residents can live, work and play." <br />Financial Impact: None <br />Staff Recommendation: Staff recommends that the City Council conduct the First <br />Reading and Introduction of Ordinance 980.
