MOUNDS VIEW <br />City of Mounds View Staff Report <br />Item No: 2 <br />Meeting Date: September 7 <br />Type of Business: Council Workshop <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, PWPRFREC Director <br />Nyle Zikmund, City Administrator <br />Item Title/Subject: Sustainability Committee <br />Introduction: <br />As part of the Green Step Cities Process, a sustainability committee was explored via a <br />combination of staff and selected residents. That group met three times with different <br />speakers and then twice more. Upon conclusion, the group presented their findings to <br />the June 7, 2021, Council Work Session. The Council requested Staff to bring back <br />recommendations on what the group would have oversight on along with committee <br />make up/selection criteria. There was council consensus that the committee focus <br />should be limited to environmental sustainability issues. <br />To refresh; <br />1. Organize community events — One Off projects <br />2. Provide Ideas <br />3. Council can use commission to bounce ideas off of. <br />4. Support of Green Corps <br />5. Review and Monitor Green Steps <br />6. Write a sustainability plan <br />7. Identify, advocate for and help maintain Green Space <br />8. Spring and Fall Clean Up <br />9. Arbor Day/Earth Day (Staff and PRF Commission already do) <br />10. Refuse and Recycling <br />11. Provides network/conduit for other non -profits, city programs, and community <br />members to give back to their community. <br />12. Provide feedback on future development sites and impacts on open/green space <br />and wetlands. <br />a. May result in conflict with P & Z and/or delays in processing applications. <br />13. Look at establishing conservation easements or selecting sites as conservation <br />preserves. <br />14. Review projects for impacts to the storm water system <br />15. Make recommendations on ordinance changes as it relates to Environmental — <br />(phosphate free fertilizer etc...), Pollinator Friendly. <br />16. Review/familiarize themselves with the MS4 permit. If this group in focused on <br />the Environmental this may be a good have a group understand the regulations <br />and be the cheerleader for the City. <br />17. Review residents request to remove rain gardens, make the determination and <br />make a recommendation to the Council for or not to remove (would set criteria <br />needed in order for the removal). <br />The Mounds View Visio_ <br />A Thriving Desirable Comnn_.... <br />
