session or council, talking to Parks Rec and Forestry Commission again, getting that direction is where
we decide what we are going to propose.
I hope council is taking notes because most people don't want to lose trees, we don't want that trail, I
hope they are paying attention.
58:21— Kathy Smith 7405 Spring Lake Road — From what I understand I took a look at the current, in
place Comprehensive Plan which is from 2008, nowhere in their states a trail, can you confirm that?
DP — I don't work the Comprehensive Plan, you would have to ask Jon (Sevald — Community Planner)
JS — I cannot think of what the trail plan was in 2008.
KS - Its not in there. Then the current plan that you have from 2040 has not been approved by Rice
Creek Watershed District, or Ramsey County Watershed District because I have talked to both ladies and
both of them stated they would hope we would actually have a narrow plan and go with green streets,
living streets or street diet, and they would actually offer $100,000 in grant money that's going to come
available in October, deadline is December 31, 2021. And each landowner would be up to $7,500 each
to put in a rain garden. I don't know about you but $7,500 bucks, I think some people people would
take that versus having curb and gutter. I think if you took a show of hands tonight you would actually
see a majority of people don't want this, and actually the best idea I heard tonight is the gentleman of
the one way, I would be more than happy to drive around five blocks if I had to go down one way on my
own street just to save the trees that are going to be taken down. Like I said, I along with many other
people here bought the house for the trees. I paid thousands of dollars, when I added onto my house,
thousands of dollars for the cement truck to have a big dragon to pour the concrete because I did not
want to have one tree taken down not one. No matter the looks of the tree or anything. Those trees
were here before that road went in, we don't need more impervious surface and I can't believe that
there's not other options and I really hope city council takes a real fear to everybody tonight. And
everybody should write in, something you don't think about right now, that you want to ask for say,
write it in, write it into the mayor, write it into the council, write it in the media, Facebook. 61:22
DP —Two more questions, time for staff and questions.
61:38 Mike Hegland 7604 Spring Lake Road — Am I correct that this is your proposal as the city, it's this
plan with all the impervious surface you described?
DP — Its our proposal
MH - This is your proposal that you're starting with? I am going to say that I object to this plan that you
have proposed because you said that's what this meeting was for and I think there's a much better plan
out there and it's not this one. 62:24
29
