Item 08A
building's design was intended to bring it closer to the street along Mounds View Blvd, and Co
Rd H2, and to maintain a deeper setback along Edgewood Drive, consistent with neighboring
homes.
Strategic Plan Strategy/Goal:
(not applicable)
Financial Impact:
(none)
Planning Commission Recommendation:
The Planning Commission recommended approval of the amendment to the PUD Narrative, as
requested by the applicant. The Commission also directed Staff to research increasing the
maximum fence height permitted in a front yard.
Resolution 9465 is written based on the Planning Commission's recommendation (e.g. approve -
all).
Staff Recommendation:
Staff recommends; (1) approving the reduction in building foundation setbacks; (2) denying the
increased height of fencing for the pet exercise area; and (3) has no recommendation for the
panel fence along Co Rd H2.
It is Staff's opinion that; (1) the reduction in building foundation setbacks is justifiable as a PUD.
The amendment to the PUD Narrative is necessary so that the building is legally conforming to
the PUD Narrative (as opposed to non -conforming); (2) that the 5' chain -link fence installed
around the pet exercise area is excessive and does not meet the `higher standards of site and
building design...." intended with PUD's5 (3) that the proposed 8' tall panel fence along Co Rd
H2 could meet the "higher standards of site and building design.... " intended with PUD's. The
design and location is subjective.
A Public Hearing Notice was published in the August 17, 2021 Shoreview Press, and mailed to
property owners within 350'.
Respectfully,
eQx
Jon Sevald, AICP
Community Development Director
ATTACHED
Site Photos
Survey, Nov 19, 2019
Segmented Panel Fence detail
Crossroad Pointe PUD Narrative
Resolution 9465
5 Mounds View Municipal Code § 160.315(B)(l 0) (Purpose and Intent)
The Mounds View Visior_
A Thriving Desirable Community
