M0U--N-DitSVV!rW <br />City of Mounds View Staff Report <br />Item No: 08E <br />Meeting Date: September 13, 2021 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Second Reading and Adoption, Ordinance 980, Amending <br />Title XI of the Mounds View City Code to Add a New Chapter <br />Regulating Mobile Food Vehicles and Vendors <br />Introduction: <br />Because Staff was receiving numerous inquiries this year related to food trucks, and <br />because our City Code does not specifically address them, Staff introduced Ordinance <br />980 for first reading at your August 23, 2021 City Council meeting. This ordinance <br />specifically addresses food vehicles and vendors. <br />Discussion: <br />As stated previously, with current social distancing guidelines still in place, people are <br />having more celebrations outside and in parks. Staff saw the need to include a new <br />section in the Code to address the increased inquires and requests for mobile food <br />vehicles and vendors. Staff brought this issue to your May 3 City Council Work Session <br />for discussion. With your support, Staff worked with our City Attorney to draft an <br />ordinance which was brought to your June 6 Work Session for review. The introduction <br />and first reading took place on August 23, 2021. Attached please find Ordinance 980. <br />Additionally, on June 14, 2021 the City Council adopted Resolution 9436, which revised <br />the 2021 Fee Schedule to include fees for Mobile Food Vehicles and Vendors. <br />Strategic Plan Strategy/Goal: Our ordinance and this application are consistent with the <br />Vision Statement, "...welcoming a desirable destination to all ages and cultures ... and a <br />place where residents can live, work and play." <br />Financial Impact: None <br />Staff Recommendation: Staff recommends that the City Council conduct the Second <br />Reading and adoption of Ordinance 980.
