MOUNDtSVVI EW of Mounds View Staff R, Item No: 08F Meeting Date: Sep 13, 2021 Type of Business: Council Business City Administrator Review: To: Honorable Mayor and City Council From: Jon Sevald, Community Development Director Item Title/Subject: Resolution 9469 Adoption of the 2040 Comprehensive Plan Discussion: The City submitted the Draft 2040 Comprehensive Plan (the Plan) to the Metropolitan Council for its review in October 2020. The Plan was reviewed by various committees, and the Metropolitan Council at its December 23, 2020 meeting, which authorized the City "to put its plan into effect", conditioned upon complying with advisements detailed in a 19-page "Committee Report". City Staff erroneously interpreted this to mean; don't adopt the Comprehensive Plan until the Local Watershed Management Plan (LWMP) is approved by Rice Creek Watershed District (RCWD). The LWMP was submitted to RCWD in April, revised and resubmitted in July. RCWD will take action at its September 22, 2021 meeting. The City Council discussed the Comprehensive Plan at its August 2, 2021 Work Session, directing Staff to bring the Plan's adoption forward as soon as possible. Strategic Plan Strategy/Goal: The Comprehensive Plan impacts four of the five 2020-2022 strategies (does not affect HR strategy). Financial Impact: (none) Recommendation: Staff recommends approval. There have been no changes since the City Council reviewed the Draft Comprehensive Plan in October 2020. No changes can be made to the Plan in-between the Metropolitan Council's December 23, 2020 meeting and the City Council's adoption (tonight). Therefore, no copies of the Plan have been provided for this report.
