Mounds View City Council September 13, 2021 <br />Regular Meeting Page 4 <br />1 Approving an Appeal of the Planning Commission's Denial of a Variance at 5045 Rainbow Lane. <br />3 Council Member Meehlhause discussed the criteria that has to be met in order for a variance to be <br />4 approved. He stated it was his understanding one of these criteria was not being met. Community <br />5 Development Director Sevald reported this was the case, noting the property did not have any <br />6 unique circumstances that were the result of the applicant. <br />8 Mayor Mueller asked if the garage was located seven feet from the back of the house when he <br />9 purchased the home. Mr. Strand stated this was the case. <br />10 <br />1 1 Mayor Mueller explained she considered this a unique circumstance for this property because the <br />12 lot had no backyard. <br />13 <br />14 Council Member Meehlhause indicated he would not support overriding a decision of the Planning <br />15 Commission. He stated he served on the Planning Commission for eight years and noted this was <br />16 the third appeal request that has come before the Council for approval since he was voted onto the <br />17 City Council. <br />18 <br />19 Ayes — 3 Nay — 2 (Cermak and Meehlhause) Motion carried. <br />20 <br />21 <br />22 G. Resolution 9471, Review 60% of Design Plans for the 2022/2023 Street Project <br />23 and Authorization to continue with the Project. <br />24 <br />25 Public Works/Parks and Recreation Director Peterson requested the Council review 60% of the <br />26 Design Plans for the 2022/2023 Street Project and authorize staff to continue with the project. He <br />27 explained this project comprises Spring Lake Road and Pleasantview Drive. He reported the <br />28 Council discussed this project at a recent worksession meeting. The schedule for the project was <br />29 reviewed in further detail. He discussed the existing condition of Spring Lake Road and <br />30 Pleasantview Drive and commented further on the proposed trail section that was being considered <br />31 for Spring Lake Road. It was noted the City conducted a survey for the homeowners living within <br />32 the project area and the results from this survey were discussed with the Council. He reported staff <br />33 was working to create a calm and safe roadway through this project. He commented further on the <br />34 tree survey that was completed for the project right-of-way. Staff reviewed a diagram of the <br />35 roadway right-of-way in further detail and recommended the Council authorize staff to continue <br />36 with the project. <br />37 <br />38 Mayor Mueller opened the meeting to the public. <br />39 <br />40 Luke Edmond, 8407 Spring Lake Road, explained he has lived in Mounds View for 25 of the past <br />41 30 years. He stated he supports sidewalks within the project but requested the bike path not be <br />42 pursued. <br />43 <br />44 Mike Robinson, 8360 Pleasant View Drive, commented the residents along Pleasantview took <br />45 pride in their mailboxes and requested the City not pursue gang mailboxes for this roadway. He <br />46 believed this was a safety matter and the mailboxes should remain as is. <br />
