M0U__N_DitSVV!rW <br />City of Mounds View Staff Report <br />Item No: 08D <br />Meeting Date: October 25, 2021 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administration <br />Item Title/Subject: First Reading and Introduction, Ordinance 981 Amending <br />Title V, Chapter 50; Title IX, Chapter 90 and Title XI, <br />Chapters 110, 111, 116 and 118 of the Mounds View <br />Municipal Code Relating to License Expiration Dates <br />Introduction: <br />Business licenses in the City of Mounds View have expirations dates that vary. Some <br />expire June 30 and some December 31. To be consistent, and to coincide with what is <br />considered "standard" or "typical" for most cities, Staff is requesting that all business <br />licenses expire on the same date, December 31. <br />Discussion: <br />We recently had an issue with the America Multi -Cinema, Inc. (dba AMC Mounds View <br />15) Treasury Department refusing to change the expiration date of the theater's <br />insurance to coincide with Mounds View's liquor license period, which is July 1 to June <br />30. This is because they have a license in multiple cities across that country, and the <br />City of Mounds View is the only municipality with a June 30 liquor license expiration <br />date. Therefore, when their liquor license was issued a couple of months ago, it was <br />issued for a period of six months so that the theater could start selling and serving <br />alcohol to its patrons. <br />After some research, the City found that a majority of nearby cities have a business <br />license period of January 1 to December 31. Mounds View has several licenses that do <br />expire on December 31; however, the majority go from July 1 to June 30. Staff is <br />requesting all business licenses run from to January 1 to June 30 to be consistent with <br />most licensing agencies and so that all Mounds View business license expire on the <br />same date. <br />If approved, when the business licenses expire next June 30, 2022, the City will have to <br />determine if we want to issue a six-month license or an 18-month license so that we can <br />get on track with the December 31 expiration date. We can pro -rate the license fees <br />accordingly. <br />Financial Impact: None <br />Staff Recommendation: Staff recommends that the City Council conduct the First <br />Reading and Introduction of Ordinance 981.
