1 <br />of Mounds View Staff R, <br />Item No: SR <br />Meeting Date: October 25, 2021 <br />Type of Business: Staff Report <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Andy Thomas, Parks and Recreation Superintendent <br />Item Title/Subject: Civic Plus Software Program <br />Background/Discussion: <br />The City re-established the Parks and Recreation Division in 2021. The Parks and <br />Recreation Staff currently uses ActiveNet software for programming enrollments etc. Staff <br />began researching other software programs after the summer programs were over. The <br />cost for the ActiveNet software is dependent on revenue; 2019 revenue was $400,000.00 <br />and the cost for the ActiveNet software was $19,800.00. <br />Challenges Staff has had and continues to with this program: <br />• Does not have the ability to make changes and alter payments if a family has <br />a change in schedule. Staff spent considerable time managing the program <br />and correct payments for customers. <br />• Customer Service from ActiveNet is poor, no response to emails and when <br />calling the customer service number, the wait time is up to 1 hour long. <br />• ActiveNet registration does not sync with the City Website. In order to register <br />the customer must leave the City website and log into another website. <br />• ActiveNet website does not give you the option to filter different programs. <br />• Membership is cumbersome with no easy way to make changes to a current <br />membership. Must cancel the current membership and create a new one. <br />• No easy way to send mass communication to the directory of members in the <br />system or families with children in programs of changes, cancelations <br />• No digital waiver or permit signature option, more and more customers are <br />registering on line. After registering, the customer must physically come to the <br />Community Center and sign the documents. <br />Staff will be presenting a new software program Civic Plus to the City Council during Staff <br />Reports. The initial cost for Civic Plus is $25,870.00. This includes the software program, <br />implementation and training. The annual cost of the Civic Plus program is $9,933.00.
