OVERVIEW <br />Libby Law Office submits this proposal to represent The City of Mounds View and any partners <br />on issues relating to securing a state bond funding construction grant for a new multicomplex <br />indoor basketball sports facility. State bond funds, through a local fiscal agent, can be used for <br />land. Libby Law Office submits this proposal to represent the City of Mounds View on issues <br />relating to acquisition, pre -design, design, construction, equipment, and relocation costs <br />associated with the project. We understand the total scope of this project is $ ? M and the City, <br />and any partners are seeking a 50% state match in the amount of $ ? M. <br />This proposal is to provide the government affairs consulting services needed to obtain state <br />funding by the end of the 2024 session of the legislature. The Minnesota Legislature has a long <br />history of providing matching funds for local building projects and for non -profits. However, <br />there are two statutory tests the project must meet. First, the project must demonstrate that it is <br />significant beyond the immediate community where the facility is located. It must prove <br />regional or statewide significance. Second, the grant recipient must demonstrate it has raised a <br />50% match from non -state sources. Together, we can achieve success. This project will fulfill a <br />need for such an athletic facility in the northern suburbs. We have the state government skills <br />necessary to achieve your construction grant goal. We have been successfully securing state <br />government support for capital projects for over 40 years. <br />STRATEGY <br />There are many activities and management decisions that need to occur over the next two years if <br />this initiative is to be successful. We would assist The City and coalition partners in fully <br />developing the project request that will be used by Minnesota Management and Budget, the <br />Governor and the Legislature to make decisions. Libby Law Office proposes to work directly <br />with and educate key staff and members involved in the project on the action steps that need to <br />be achieved in order to get a state grant to construct and equip a new facility. More details are <br />provided in the scope of work section of this proposal. We envision a team approach that brings <br />together several resources and staff so as to make all of our efforts more productive. As a matter <br />of convenience, we have broken down essential activities that must happen on both the local and <br />state government level. <br />The current state bonding budget cycle (2021 and 2022) does not really provide an opportunity <br />to secure state bond funds this cycle. The most practical approach at this time is to use the next <br />several months to fully develop the project details so it can get in the queue for the next bonding <br />cycle, which is the 2023/2024 biennium. A well -developed legislative ask, complete with <br />details, is the best approach. Time spent developing the request will add legitimacy and <br />credibility to the project thus ensuring future success. <br />
